Rethinking National Security After Korea

Origins and Strategic Priorities

1. Eisenhower entered office in January 1953. He accepted containment but argued that Truman's military expansion placed excessive pressure on the federal budget.
2. The Korean War shaped his thinking. A prolonged limited war showed that conventional conflict could consume lives and resources without producing decisive victory.
3. Fiscal stability became a national security objective. Eisenhower feared that permanent military mobilisation could weaken the economy and threaten democratic institutions.
4. NSC 162/2 formalised the New Look in October 1953. It treated nuclear weapons as usable instruments of deterrence rather than weapons reserved only for total war.
5. The administration sought more bang for the buck. Air power and nuclear forces appeared cheaper than maintaining very large armies across several continents.
6. Containment remained the goal. The New Look altered the instruments used to contain communism rather than abandoning Truman's central objective.

Massive Retaliation and Nuclear Deterrence

1. John Foster Dulles announced massive retaliation in January 1954. He warned that aggression could trigger a response at a time and place chosen by the United States.
2. The threat was deliberately broad. Potential opponents could not assume that a local attack would receive only a local response.
3. Strategic Air Command gained importance. Long-range bombers and overseas bases gave the United States the capacity to deliver nuclear weapons rapidly.
4. The hydrogen bomb intensified the danger. Its destructive power made deterrence more credible while raising the consequences of miscalculation.
5. Tactical nuclear weapons blurred categories. Officials considered smaller weapons for battlefield use, making nuclear planning part of limited-war strategy.
6. Massive retaliation had a credibility problem. US leaders might hesitate to risk nuclear war over a small crisis or an allied government of limited importance.
7. The Soviet Union developed its own thermonuclear capability. Mutual vulnerability reduced the freedom with which either superpower could issue nuclear threats.

Brinkmanship and Crisis Management

1. Dulles defended brinkmanship. He argued that the ability to approach the verge of war was necessary to deter expansion without fighting continuously.
2. The First Taiwan Strait Crisis tested the policy in 1954 and 1955. US nuclear signals supported the defence of Taiwan while pressuring China to limit escalation.
3. The Second Taiwan Strait Crisis followed in 1958. The United States again protected offshore islands while avoiding direct war with China.
4. The Geneva settlement of 1954 divided Vietnam temporarily. Eisenhower rejected direct intervention at Dien Bien Phu but supported the anti-communist government in South Vietnam.
5. The Hungarian uprising of 1956 exposed the limits of rollback. US rhetoric encouraged resistance, but intervention inside the Soviet sphere risked nuclear war.
6. The Suez Crisis demonstrated allied tension. Eisenhower pressured Britain, France, and Israel to withdraw, showing that alliance leadership did not mean automatic support.
7. The Berlin crises preserved uncertainty. Eisenhower resisted Soviet pressure while avoiding actions that might turn Germany into a nuclear battlefield.

Alliances and Global Commitments

1. NATO remained central to European defence. US nuclear power underpinned the alliance while European states supplied conventional forces and bases.
2. SEATO was created in 1954. It extended collective-security language into Southeast Asia but lacked NATO's integrated military structure.
3. The Baghdad Pact developed from 1955. Later known as CENTO, it aimed to contain Soviet influence across the Middle East.
4. Bilateral agreements widened the base network. Facilities in Europe, Asia, and the Pacific supported bombers, surveillance, logistics, and rapid deployment.
5. Alliance systems reassured smaller states. They also tied the United States to local regimes whose priorities did not always match Washington's.
6. Canadian cooperation remained essential. NORAD, created in 1957, integrated continental air defence against Soviet bombers.
7. The New Look globalised US obligations. A strategy intended to control costs nevertheless required bases, aid, and political commitments across several regions.

Covert Action and the Intelligence State

1. Covert action appeared economical and deniable. The CIA could influence governments without the public costs of a conventional invasion.
2. Operation Ajax removed Iran's Prime Minister Mohammad Mossadegh in 1953. The coup restored the shah's authority and protected Western strategic and oil interests.
3. Operation PBSUCCESS overthrew Jacobo Árbenz in Guatemala in 1954. Propaganda, diplomatic pressure, and a small exile force encouraged the Guatemalan military to abandon the president.
4. Guatemalan land reform affected the United Fruit Company. Corporate interests overlapped with fears that social reform might expand communist influence.
5. Allen Dulles directed the CIA. His close relationship with Secretary of State John Foster Dulles concentrated covert and diplomatic power within the administration.
6. Success created institutional confidence. Limited immediate resistance in Iran and Guatemala encouraged officials to overestimate the reliability of covert regime change.

The Americas and Hemispheric Security

1. The Rio Pact and Organization of American States framed regional security. Washington presented anti-communism as a shared hemispheric obligation.
2. Guatemala became the clearest New Look intervention in Latin America. The administration treated nationalist reform as a potential opening for Soviet influence.
3. US economic power reinforced political pressure. Aid, trade, investment, and access to credit could reward cooperation or isolate governments.
4. Military assistance strengthened anti-communist armed forces. Training and equipment increased the political influence of officers across the region.
5. Regional governments did not respond uniformly. Some welcomed US support, while others viewed intervention as a continuation of unequal hemispheric relations.
6. The Cuban Revolution of 1959 challenged the policy. A nationalist revolution moved towards the Soviet Union despite US pressure and economic sanctions.
7. Eisenhower approved early plans against Fidel Castro. The Kennedy administration inherited preparations that became the Bay of Pigs invasion.

Limits, Contradictions, and Transition

1. The New Look did not eliminate conventional war. The United States still needed troops, naval forces, advisers, and military aid for crises below the nuclear threshold.
2. Nuclear dependence reduced flexibility. Massive retaliation offered few proportionate responses when opponents used insurgency, political pressure, or proxy forces.
3. Covert action concealed responsibility but not consequences. Successful secrecy limited democratic scrutiny while affected societies often recognised US involvement.
4. Defence spending remained substantial. Advanced weapons, overseas bases, intelligence capabilities, and alliance commitments carried continuing costs.
5. Sputnik intensified criticism in 1957. The Soviet satellite raised fears that the United States had fallen behind in missiles, science, and education.
6. The missile gap became a political issue. Later evidence showed that claims of overwhelming Soviet superiority were exaggerated.
7. Kennedy moved towards flexible response. His administration sought a wider range of conventional, counterinsurgency, and nuclear options.

Diplomatic Initiatives and Enduring Consequences

1. Eisenhower publicly named the domino theory in 1954. At an April 1954 press conference explaining why Indochina mattered, he compared falling states to a row of dominoes, giving the administration's regional interventions a simple public justification.
2. The Formosa Resolution gave Congress a formal role in 1955. Passed after the First Taiwan Strait Crisis, it authorized the president in advance to use force defending Taiwan and related territories, an early precedent for broad congressional war-powers delegation.
3. The Eisenhower Doctrine extended containment to the Middle East in 1957. It offered economic and military aid, including the use of US forces, to any Middle Eastern state requesting help against communist aggression, widening the New Look beyond its original Asia-Europe focus.
4. Lebanon tested the doctrine within a year. In July 1958, Eisenhower sent roughly 14,000 US troops into Lebanon at President Camille Chamoun's request amid fears of Nasserist and pro-Syrian unrest, the doctrine's only direct military application.
5. Army personnel fell sharply under the New Look. US Army strength dropped from about 1.5 million in 1953 to under 900,000 by 1960, as funding shifted toward the Air Force and the nuclear arsenal that massive retaliation depended on.
6. Atoms for Peace tried to balance the arms buildup. In a December 1953 UN speech, Eisenhower proposed sharing peaceful nuclear technology internationally, a diplomatic gesture that ran alongside, rather than instead of, the ongoing nuclear buildup.

14. The Gaither Report warned of strategic vulnerability in 1957. Commissioned after Sputnik, it argued the Soviet Union could soon threaten US bombers on the ground, intensifying pressure to increase missile spending.
15. Congress responded to Sputnik with the National Defense Education Act in 1958. It funded science, mathematics, and foreign-language education nationwide, treating the classroom as a front in strategic competition.
16. NASA was created in 1958 to answer the satellite challenge. The new civilian agency absorbed existing research programs to coordinate a US space effort separate from, though linked to, military rocketry.

20. Khrushchev issued a direct ultimatum over Berlin in 1958. He demanded that Western powers withdraw from West Berlin within six months, opening a crisis that persisted, unresolved, through the rest of Eisenhower's term.
