Social Factors: A Feudal Society in Crisis

Confucian Hierarchy and Imperial Rule

1. China possessed a long, deeply entrenched history of authoritarian rule stretching back millennia before the twentieth century upheavals examined throughout this course.
2. Until the revolution of 1911, China's dynastic rulers exercised near-absolute control over the population, with the Qing dynasty, established in 1644 when the Manchu people seized the empire, the last in this long line.
3. The emperor sat at the top of a strict social hierarchy, ruling under the mandate of heaven, a claim to divine authority that legitimised suppressing any opposition or perceived threat to his power.
4. Confucian values, based on the teachings of the philosopher Confucius from the sixth century BCE, had shaped Chinese society for more than two millennia, encouraging social harmony and unquestioning acceptance of the existing order.
5. China remained a fundamentally feudal country, with the vast peasant class positioned at the very bottom of society while wealth and power concentrated in the hands of landlords, ruling clans, and the aristocracy.
6. Government administration was centrally organised around the emperor, with day-to-day rule carried out by highly educated scholar-officials known in Western terms as mandarins.
7. This deeply hierarchical, tradition-bound social structure gave imperial China remarkable stability across centuries but left it poorly equipped to respond to the rapid changes of the modern industrial world.
8. China's imperial civil service examination system, which had selected mandarins based on classical Confucian learning for over a thousand years, was formally abolished in 1905, removing a central pillar of the traditional social order.
9. This abolition, intended as modernising reform, instead deepened uncertainty among China's educated classes about their future role in a rapidly changing society.

Foreign Interference and the Failure of Reform

1. A series of unequal treaties imposed on China by foreign powers during the nineteenth century had profound economic and cultural consequences for Chinese society.
2. The arrival of Christian missionaries in newly opened treaty ports frequently clashed with traditional Chinese belief systems, provoking resentment against both foreigners and the Qing dynasty that had permitted their presence.
3. This resentment fuelled a series of large-scale rebellions, most seriously the Taiping Rebellion of 1850 to 1864 and the Boxer Rebellion of 1899 to 1901.
4. During the Boxer Rebellion, participants killed foreign missionaries and Chinese Christian converts before an alliance of eight foreign nations crushed the uprising militarily.
5. This foreign alliance imposed a punishing fine of 330 million US dollars on China, an economic humiliation that further fuelled national bitterness against foreign domination.
6. By the turn of the twentieth century, mounting pressure forced Emperor Guangxu to attempt reform through the Hundred Days of Reform, a package of measures to modernise China's bureaucracy, military, and transport systems.
7. Empress Dowager Cixi, who had effectively controlled the Chinese government for decades as regent, staged a ruthless coup in 1898 that halted this reforming effort almost as soon as it began.
8. Cixi remained China's true ruler for 47 years, from 1861 until her death in 1908, and historians generally agree she did too little, too late, to save the imperial system from eventual collapse.

1. Rural healthcare and education remained almost entirely absent for the peasant majority, leaving most Chinese villagers illiterate and without any access to trained medical care.
2. This combination of extreme poverty, illiteracy, and limited state services gave later revolutionary promises of land reform, education, and healthcare, described in the maintained rule article elsewhere in this unit, an especially powerful emotional appeal among the rural population.

The Poverty of the Rural Masses

1. Rural poverty defined the daily experience of the overwhelming majority of the Chinese population in the decades before 1949.
2. The rural working class made up roughly 80 percent of China's total population, yet land suitable for farming covered only around 10 percent of the country's total territory.
3. China's population had grown dramatically, from approximately 120 million people in 1712 to around 440 million by 1900, placing enormous strain on this already limited cultivable land.
4. Recurring natural disasters, particularly flooding, made survival extremely precarious for China's poorest rural families throughout this period.
5. Chinese custom requiring land to be divided among all of a family's sons further fragmented already small landholdings across successive generations, worsening rural poverty over time.
6. Landlords and prosperous peasants made up only around 10 percent of the rural population yet owned roughly 70 percent of all cultivable land.
7. Ordinary peasants were frequently trapped in cycles of debt, since they typically had to pay between 50 and 80 percent of their harvest simply as rent for the land they worked.
8. These same rural communities also had to endure the periodic plundering and destruction inflicted by China's various armies, described further in the role of conflict article elsewhere in this unit.
9. China's urban population remained comparatively small, and the few genuine industrial centres that existed were concentrated in the east and mostly under foreign ownership.

The 1911 Revolution and Yuan Shikai's Failed Republic

1. On 10 October 1911, soldiers in the central Chinese city of Wuchang mutinied after authorities discovered a list of revolutionary sympathisers within their garrison.
2. This uprising was not centrally planned but triggered a rapid chain reaction, with province after province declaring independence from Qing rule within just a few weeks.
3. The speed of the Qing dynasty's collapse reflected how fragile it had already become, as provincial assemblies, military commanders, and local elites calculated the dynasty could no longer protect their interests.
4. Yuan Shikai, the most powerful imperial general and commander of China's best-trained army, brokered a deal with the revolutionaries rather than crushing their uprising by force.
5. Yuan agreed to support the new republic only on condition that he, rather than Sun Yatsen, became its president, a condition Sun had little practical choice but to accept.
6. The Republic of China formally came into being in February 1912 following the abdication of the infant emperor Puyi, ending more than two thousand years of dynastic rule.
7. Sun Yatsen's supporters formed the Guomindang in August 1912 and won a parliamentary majority in China's first elections in early 1913.
8. When GMD parliamentary leader Song Jiaoren was assassinated at a Shanghai railway station in March 1913, evidence pointed directly to Yuan Shikai's own involvement.
9. Yuan crushed Sun's subsequent Second Revolution, dissolved parliament entirely, banned the Guomindang, and ruled as an unconstrained dictator by 1914.
10. In 1915, Yuan went even further, formally declaring himself Emperor of China in an attempt to found an entirely new dynasty of his own.
11. Widespread opposition, including from his own military commanders, forced Yuan to abandon this monarchist ambition after just 83 days, and he died humiliated and politically isolated in June 1916.
12. Yuan had also accepted most of Japan's Twenty-one Demands in 1915, transferring German privileges in Shandong to Japan and further deepening the national humiliation described earlier in this article.

The Warlord Period, 1916 to 1927

1. After the death of Yuan Shikai in 1916, China descended into a prolonged period with no effective central government, lasting until 1927.
2. A nominal government based in Beijing retained formal recognition from foreign powers, but its actual authority extended over only a small fraction of Chinese territory.
3. Real power during this period rested with regional warlords, military strongmen who controlled their own territories largely independent of any central authority.
4. Warfare between rival warlords made daily conditions extremely difficult for rural communities, who faced high taxes and had their land periodically raided by competing armies.
5. This lawlessness and internal division made China significantly more vulnerable to continued foreign interference and territorial loss.
6. China's weakened central authority during this period resulted in the effective loss of Tibet, Xinjiang, and Outer Mongolia from meaningful Chinese control.

1. Thousands of Chinese students had already travelled abroad to study by the early 1900s, particularly to Japan, whose Meiji Restoration of 1868 offered a working model of rapid Asian modernisation without foreign colonisation.
2. These returning students brought back new ideas about nationalism, republicanism, and constitutional government that directly challenged the traditional Confucian order described earlier in this article.

The May Fourth Movement, 1919

1. The end of the First World War deepened China's sense of national humiliation rather than bringing the recognition many Chinese had expected.
2. China had provided 95,000 labourers to support the Allied war effort against Germany, expecting Shandong province's German-controlled territory to be returned to Chinese sovereignty afterward.
3. The 1919 Treaty of Versailles instead transferred these German concessions in China directly to Japan, ignoring China's own wartime contribution entirely.
4. This decision triggered student protests in Beijing on 4 May 1919, which rapidly spread into nationwide demonstrations across the country.
5. Protesters felt betrayed by the Western powers they had supported and expressed particular fury at continued Japanese territorial expansion into Chinese lands.
6. The resulting May Fourth Movement adopted the mottos Mr Science and Mr Democracy, directly challenging China's traditional Confucian order and looking outward toward modernity instead.
7. Revolutionary ideas spread rapidly among educated young Chinese during this movement, including the young Mao Zedong, described in more detail in the role of ideas article elsewhere in this unit.
8. This wave of national humiliation and youthful radicalisation created fertile social ground for both the intense nationalism and the emerging communism that would shape China's following decades.

Sun Yatsen's Unfulfilled Legacy

1. Sun Yatsen's Three Principles of the People, nationalism, democracy, and people's livelihood, provided the earliest coherent revolutionary alternative to Qing rule and later Chinese authoritarianism.
2. Sun founded the Revolutionary Alliance in Tokyo in 1905, uniting several anti-Qing groups around this shared programme with an active membership of roughly 10,000 by 1911.
3. Of these three principles, only nationalism, removing Manchu rule and resisting foreign imperialism, was genuinely achieved by the 1911 Revolution itself.
4. Democracy and people's livelihood, the other two principles, remained largely unfulfilled promises given Yuan Shikai's rapid destruction of parliamentary government described earlier in this article.
5. Mao later claimed to inherit Sun's nationalism and livelihood principles specifically while rejecting Sun's commitment to liberal democracy entirely.
6. This selective inheritance of Sun Yatsen's legacy is an important nuance for any Paper 2 essay tracing ideological continuity between the 1911 Revolution and Mao's eventual communist government.

Historiographical Debate: Structural Crisis or Specific Political Failure?

Comparative Case Study: Foreign Humiliation Across Two Regions

1. Taken together, these social pressures meant that by the 1940s a large share of the Chinese population had direct, personal experience of the instability that made radical political change increasingly difficult to resist.
