Use of Force: Terror as an Instrument of Rule

Demonization: Manufacturing Common Enemies

1. The Nazis built support through a policy of negative cohesion, uniting Germans against a set of supposed common enemies rather than around a single detailed positive programme.
2. Jewish people were the central target of this demonisation, blamed for a wide range of Germany's economic and social problems.
3. The Marxist threat, meaning both the KPD and, in Hitler's rhetoric, the more moderate SPD, formed a second target uniting nationalist and middle-class fears.
4. The so-called November Criminals, those who had signed the 1918 armistice, and the Weimar politicians who signed the 1919 Versailles Diktat, completed this set of manufactured enemies used to justify escalating force against domestic opponents.

Early Violence: The Beerhall Putsch, 1923

1. Hitler's first attempt to seize power by force came with the Beerhall Putsch of November 1923, a conscious imitation of Mussolini's March on Rome the previous year.
2. The putsch failed within a day, but the resulting trial gave Hitler a national platform to justify his actions and spread Nazi ideas to a far wider audience than before.
3. Hitler served only nine months of a five-year sentence at Landsberg Prison, evidence of how sympathetic parts of the judicial system already were to nationalist violence against the Republic.
4. This early failure taught Hitler that armed insurrection alone could not seize power, shaping the dual strategy of legal manoeuvring backed by paramilitary intimidation that followed.

The SA and SS: Institutionalising Paramilitary Violence

1. Paramilitary organisations, first the SA and later the more elite SS, protected Nazi Party meetings, disrupted the meetings of rival parties, and fought for physical control of German streets throughout the Weimar era.
2. The SA grew from a small guard unit into a mass paramilitary force numbering in the hundreds of thousands by the early 1930s, far outnumbering the Party's formal political membership.
3. This scale gave the Nazi movement a coercive capacity no rival party could match, allowing it to intimidate opponents at rallies, in the streets, and eventually inside the Reichstag chamber itself.
4. Hitler used intimidatory tactics against SPD deputies directly in his effort to secure the two-thirds majority needed for the March 1933 Enabling Bill.

The Wave of Political Murders, 1933

1. According to Rudolf Diels, head of the Gestapo in Prussia, between 500 and 700 political murders of Nazi opponents were carried out between March and October 1933 alone.
2. Many of these killings were committed by SA members who had been formally appointed as auxiliary police once Hitler became Chancellor, giving informal paramilitary violence a veneer of state authority.
3. This scale of extrajudicial killing within Hitler's first year in office shows that terror was not a later development of Nazi rule but was present from the very beginning of the regime's consolidation.

The Night of the Long Knives as State Terror

1. In June and July 1934 Hitler ordered the murder of SA leader Ernst Röhm and dozens of other SA leaders, along with several unrelated political rivals, in the Night of the Long Knives.
2. This purge, carried out entirely outside any legal process, showed that state terror under Hitler could be turned against Nazi insiders just as readily as against outside opponents.
3. The army's approval of this purge, in exchange for the SA's diminished future role, helped secure crucial military loyalty in the months before Hindenburg's death.
4. The episode demonstrates that force under Hitler served to discipline the regime's own movement, not only to crush external resistance.

The Gestapo and the Machinery of Surveillance

1. The Gestapo, the Nazi secret state police, became the regime's central instrument for identifying, monitoring, and eliminating opposition.
2. Despite its fearsome reputation, the Gestapo relied heavily on denunciations from ordinary citizens rather than on an impossibly large staff of its own, extending its reach through public complicity as much as through direct manpower.
3. This dependence on citizen denunciation meant everyday social relationships, neighbours, colleagues, even family members, became potential channels of state surveillance.
4. The resulting climate of mutual suspicion proved as effective at suppressing open dissent as any purely institutional apparatus of force could have been alone.

Concentration Camps as Legal Terror

Charisma as a Force Multiplier

1. Many contemporary accounts emphasise Hitler's hypnotic appeal to audiences, though it remains genuinely difficult to evaluate how much of this appeal came from the content of his speeches, often repetitive and vague, versus their sheer performance.
2. Otto Strasser, writing from exile in 1940, described Hitler as responding to the vibrations of the human heart with the delicacy of a seismograph, diagnosing the secret desires and grievances of an entire nation with uncanny intuition.
3. This personal charisma functioned alongside organised force as a genuine instrument of control, since a leader capable of generating this level of devotion required less overt coercion to secure compliance from many ordinary citizens.
4. Force and charisma therefore worked together rather than as alternatives, with terror securing the compliance charisma alone could not guarantee.

Historiography: Terror From Above or Terror From Below?

Comparing State Terror Across Case Studies

1. Hitler's combination of formal terror apparatus and citizen denunciation recurs, in different forms, across this unit's case studies.
2. Mao's China relied on comparable danwei-based surveillance and encouraged public struggle sessions against neighbours and colleagues, echoing the Gestapo's dependence on citizen complicity.
3. Castro's Cuba used the Committees for the Defence of the Revolution, with membership reaching around 80 percent of adults, as a similarly decentralised surveillance and denunciation network.

Bribery and Pragmatic Alliances

1. Where force alone proved ineffective, the NSDAP built power through calculated alliances and, in some cases, straightforward bribery of political allies.
2. The NSDAP-DNVP alliance of March 1933 gave Hitler an absolute Reichstag majority he could not have secured through Nazi votes alone.
3. The Centre Party and BVP's vote for the Enabling Act, secured through promises to protect Catholic Church rights, showed how negotiated concessions could achieve what raw force could not.
4. The eventual accommodation with the army following Röhm's elimination in 1934 represented a similar exchange, military loyalty in return for curbing the SA's independent power.

AJP Taylor's Depression Thesis

1. Historian AJP Taylor famously claimed that only the Great Depression put the wind into the sails of National Socialism.
2. This view credits economic crisis as the decisive factor enabling Nazi electoral breakthroughs after 1929.
3. Yet the sails themselves, the Party's organisation, paramilitary structure, and propaganda machinery, were already built by 1929, the product of years of preparation before the Depression struck.
4. This distinction between the underlying capacity for growth and the specific trigger that activated it is central to weighing the relative importance of force, organisation, and economic circumstance.

Hitler's Courtship of Industrialists

1. In January 1932, addressing the Industry Club in Düsseldorf, Hitler warned that without a decisive break from current trends, Germany would fall into Bolshevist chaos, and that only a school of iron discipline could prevent it.
2. This speech was warmly received by an audience of businessmen anxious about organised labour and communist influence.
3. In February 1933, addressing another meeting of industrialists, Hitler declared that private enterprise could not be maintained in an age of democracy, appealing directly to elite fears of parliamentary chaos.
4. These speeches show force and intimidation working alongside calculated persuasion aimed specifically at Germany's economic elite, not only at ordinary voters.

Terror Reaching the Churches

1. Despite the 1933 Concordat's guarantees, the regime later moved against clergy who criticised its policies, particularly members of the Confessing Church who resisted Nazi interference in religious doctrine.
2. The Gestapo monitored sermons and arrested clergy deemed politically unreliable, showing that even the institutional protections negotiated in 1933 offered only limited real security.

The SS Under Himmler

1. The SS began as a small personal bodyguard unit for Hitler, entirely subordinate in scale and importance to the much larger SA.
2. Under Heinrich Himmler's leadership from 1929 onward, the SS expanded enormously, eventually absorbing the Gestapo and the concentration camp system under a single command structure.
3. By the later 1930s the SS had become something close to a state within a state, operating its own economic enterprises alongside its security and policing functions.
4. This growth from bodyguard unit to sprawling security empire illustrates how thoroughly institutions of force could expand once granted Hitler's personal trust and formal legal cover.
