The Human and Economic Cost: Hyperinflation, Refugees, and Famine

1. The Second Sino-Japanese War imposed catastrophic costs on Chinese society. Estimates of the total Chinese death toll range from 14 to 20 million, and tens of millions were displaced.
2. The GMD economy, cut off from its coastal tax base, collapsed into hyperinflation. And even as cities burned, natural disaster compounded the war's violence.
3. The GMD government's finances were already strained before 1937. After losing the coastal treaty ports and their customs revenues to Japan, Jiang's government had only one tool: the printing press.
4. Currency in circulation grew from 2.8 billion yuan in 1937 to 1.03 trillion yuan by 1945.
5. Prices rose roughly 2,500-fold over the same period.
6. Middle-class families who had saved for years found their savings wiped out. Soldiers and civil servants whose salaries were fixed in nominal yuan watched their real income collapse.

Refugees, Famine, and Social Dislocation

1. Japan's advance into eastern China produced a massive wave of refugees.
2. Around 95 million people were displaced during the war years, roughly a quarter of China's population. Factory workers, government officials, university professors, and peasant farmers all fled west.
3. Chongqing's population grew from around 200,000 in 1937 to over a million by 1944.

2. A combination of drought, locust plague, Japanese occupation, and continued GMD grain requisitioning produced a famine that killed an estimated 2-3 million people.
3. Theodore White and Annalee Jacoby, American journalists who reached Henan, reported that GMD tax collectors were still taking grain from starving peasants.
4. Their report reached US President Roosevelt and deeply damaged the GMD's international reputation.

1. War damaged China's economy through occupation, displacement, destroyed transport, and the loss of major tax and industrial centres. The Nationalist government financed survival from a shrinking fiscal base.
2. Currency expansion covered immediate costs but accelerated inflation. As prices rose faster than wages, soldiers, officials, urban workers, and fixed-income households lost purchasing power.
3. Hyperinflation was political as well as economic. It encouraged corruption and speculation, weakened confidence in government promises, and made everyday survival evidence of state failure.
4. Refugees carried the effects of war across regions. Movement placed pressure on housing, food, schools, and public health while separating families from land and employment.
5. Rural communities faced requisition, taxation, military recruitment, and disrupted markets. These burdens varied, but they shaped how civilians judged the GMD, CCP, Japanese forces, and local authorities.
6. The strongest judgement connects wartime destruction to post-war legitimacy. Economic crisis did not automatically cause GMD defeat, but it reduced administrative capacity and alienated groups whose support the government needed.

1. Hyperinflation and mass displacement did more than empty pockets and uproot families: they gave millions of Chinese people direct, daily evidence that the Nationalist government could no longer protect them, evidence the CCP was ready to use.
