Canada and the Second World War

An Independent Decision in 1939

1. Canada did not enter war automatically. The Statute of Westminster meant that the Canadian Parliament controlled the decision.
2. Germany invaded Poland on 1 September 1939. Britain and France declared war two days later, while Canada waited for parliamentary debate.
3. Parliament approved participation. Canada declared war on Germany on 10 September 1939, one week after Britain.
4. The delay was deliberate. Prime Minister William Lyon Mackenzie King wanted to demonstrate legal autonomy without abandoning Britain.
5. King promised limited liability. He emphasized air training, supplies, and volunteers rather than immediate mass conscription.
6. French Canadian opinion shaped the decision. The government sought to avoid repeating the political rupture of 1917.
7. Participation combined autonomy and alliance. Canada chose war independently, but its strategic commitment remained closely connected to Britain.

Mobilizing the State and Economy

1. The federal government directed mobilization. Ottawa controlled finance, production, prices, labour, and the allocation of strategic materials.
2. C. D. Howe became the minister of everything. His Department of Munitions and Supply coordinated factories, Crown corporations, and wartime contracts.
3. Industrial output expanded rapidly. Canada produced ships, aircraft, vehicles, weapons, food, and raw materials for Allied forces.
4. More than one million Canadians served. The armed forces grew from a small pre-war establishment into a major navy, army, and air force.
5. Women entered military and industrial roles. They served in women's divisions and expanded their presence in factories, offices, and agriculture.
6. The government managed inflation. The Wartime Prices and Trade Board introduced wage and price controls and rationing.
7. Mobilization transformed federal power. Taxation, social policy, and economic planning expanded beyond their pre-war scale.

The British Commonwealth Air Training Plan

1. The BCATP was signed in December 1939. Canada hosted a vast program to train aircrew for Britain, Australia, New Zealand, and Canada.
2. Geography made Canada suitable. Its distance from enemy aircraft, open space, and industrial links supported safe large-scale training.
3. More than 130,000 aircrew were trained. Pilots, navigators, bomb aimers, wireless operators, and gunners passed through Canadian schools.
4. Canada paid a large share of the cost. The program required airfields, instructors, aircraft, accommodation, and transport across the country.
5. The plan matched King's strategy. It provided a major contribution while initially limiting the number of ground troops overseas.
6. Training reshaped communities. New bases brought employment, migration, and infrastructure to towns across the Prairies and other regions.
7. The BCATP increased international influence. It made Canada an indispensable centre of Allied air power.

Combat in Europe and Asia

1. Canadian troops defended Hong Kong in 1941. The garrison surrendered after fierce fighting and survivors endured brutal captivity.
2. The Dieppe Raid failed in August 1942. Of nearly 5,000 Canadians involved, more than 900 were killed and almost 2,000 captured.
3. The Italian campaign began in 1943. Canadian forces fought in Sicily, Ortona, and through difficult terrain on the peninsula.
4. Canada landed on Juno Beach on D-Day. On 6 June 1944 Canadian units secured their sector and advanced inland.
5. The Battle of the Scheldt was strategically vital. Canadian forces cleared access to Antwerp in autumn 1944 so Allied supply ships could use the port.
6. The army helped liberate the Netherlands. Operations in 1945 linked military victory to a lasting Dutch memory of Canada.
7. Combat imposed heavy costs. More than 45,000 Canadians died during the war, with many more wounded or psychologically affected.

The Battle of the Atlantic

1. Canada protected North Atlantic shipping. Convoys carried food, troops, fuel, and weapons between North America and Britain.
2. The Royal Canadian Navy expanded dramatically. It grew from 13 vessels in 1939 to one of the world's largest navies by 1945.
3. Corvettes became central escort vessels. They were relatively quick to build but offered difficult conditions for crews in the North Atlantic.
4. German U-boats threatened Allied survival. Losses of merchant shipping could have isolated Britain and delayed later offensives.
5. Canadian command responsibilities increased. The Royal Canadian Navy eventually controlled major escort zones and convoy groups.
6. Technology and training improved over time. Radar, direction finding, aircraft coverage, and better tactics reduced the U-boat threat.
7. The campaign demonstrated Canada's geographic role. Its Atlantic ports and maritime forces connected North American production to the European war.

Conscription and National Unity

1. The government initially promised no overseas conscription. The National Resources Mobilization Act of 1940 required service for home defence.
2. NRMA soldiers were called Zombies. The label reflected criticism that they had not volunteered for overseas combat.
3. A 1942 plebiscite released the government from its promise. Most English Canadians voted yes, while Quebec voted overwhelmingly no.
4. King delayed compulsory overseas service. His formula was conscription if necessary, but not necessarily conscription.
5. The army's manpower crisis worsened in 1944. Heavy casualties in Europe increased pressure to send trained home-defence soldiers abroad.
6. About 16,000 conscripts were authorized for overseas duty. Only a smaller number reached combat before the war ended.
7. The crisis was less destructive than in 1917. King's delay reduced the rupture, but French-English disagreement remained clear.

Rights, Inequality, and the Home Front

1. Japanese Canadians were forcibly removed. Beginning in 1942, about 22,000 people were displaced from the Pacific coast.
2. Property was confiscated and sold. Families lost homes, fishing boats, businesses, and community institutions without meaningful consent.
3. Internment reflected racism and wartime fear. No evidence showed that Japanese Canadian communities posed a general security threat.
4. Indigenous people served despite discrimination. Thousands enlisted while many communities continued to face state control and unequal rights.
5. Labour power increased during wartime production. Union membership expanded and the 1944 PC 1003 order recognized collective bargaining procedures.
6. Social policy broadened. Unemployment insurance began in 1940 and family allowances followed in 1944.
7. Wartime unity was uneven. National mobilization coexisted with coercion, racial exclusion, and unequal sacrifice.

Industry, Culture, and the Merchant Navy

1. C. D. Howe ran Canadian war production with sweeping authority. As Minister of Munitions and Supply, he created Crown corporations and gave officials near-total control over factories, materials, and labour.
2. The Merchant Navy carried supplies at high risk. Civilian sailors crossing the Atlantic suffered a higher proportional death rate than most branches of the armed forces, though they were denied veteran status until decades after the war.
3. The National Film Board produced wartime propaganda. Under John Grierson, it made newsreels and documentaries such as the Canada Carries On series to build public support for the war effort.
4. War brides reshaped postwar immigration. Roughly 48,000 women, mostly British, married Canadian servicemen overseas and moved to Canada after 1945, along with their children.
5. RCAF Bomber Command crews suffered very heavy losses. Canadian airmen serving in Britain faced some of the highest casualty rates of any Allied force during the strategic bombing campaign over Germany.
6. Camp X trained agents for secret operations. A joint British-Canadian-American facility near Whitby, Ontario, trained intelligence and sabotage operatives during the war.
7. Historians debate how much the war centralized Canadian federalism. Terry Copp and other military historians focus on operational performance, while political historians such as J. L. Granatstein argue wartime planning permanently expanded Ottawa's role over the provinces.

Historical Assessment

1. The 1939 declaration confirmed autonomy. Canada made its own legal decision while choosing to support Britain and the Allied cause.
2. King prioritized national unity. His gradual approach balanced military demands against the danger of another conscription rupture.
