Changing Regional Relations: Trade, Disputes, and China's Asian Neighbourhood

1. After 1978, Beijing prioritised stable borders, trade, and diplomatic recognition over exporting revolution, moving China from the revolutionary confrontations of the Maoist period toward pragmatic regional engagement and, over subsequent decades, toward a much more central position in Asian trade and diplomacy.
2. Relations with Vietnam followed a harsher path than elsewhere in the region. China invaded northern Vietnam in February 1979, and through the 1980s it backed Khmer Rouge-dominated resistance forces against Vietnam's occupation of Cambodia. China and Vietnam did not normalise relations until 1991, once the Cold War rivalries that had driven the conflict eased.

Japan: Normalisation, Trade and Unresolved Disputes

1. China and Japan had normalised diplomatic relations in September 1972, before this period began, but the 1978 Treaty of Peace and Friendship created the legal basis for closer post-Mao relations. Deng Xiaoping visited Japan that October and presented economic modernisation as compatible with cooperation with a former wartime enemy.
2. Japanese official development assistance began in 1979 and financed railways, ports, energy projects and environmental infrastructure in China. Trade expanded steadily as Japanese firms supplied machinery and investment while China supplied manufactured goods and a growing consumer market.
3. Historical memory repeatedly strained the relationship. Textbook disputes reopened disagreement over how Japan described its wartime aggression in China, and visits by Japanese prime ministers to the Yasukuni Shrine, which honours convicted Class A war criminals alongside Japan's war dead, provoked recurring Chinese protests. Emperor Akihito's 1992 visit to China supported reconciliation but did not settle these disputes over historical memory.
4. China and Japan both claim the Diaoyu (Senkaku) Islands in the East China Sea. Japan's nationalisation of three of the disputed islands in 2012 triggered major protests across China and a marked increase in coastguard confrontations in the surrounding waters.

Southeast Asia: Cooperation and Maritime Pressure

1. China normalised relations with Indonesia and Singapore in 1990, widening its diplomatic presence in Southeast Asia, and became a full dialogue partner of ASEAN in 1996, using regional forums to reassure neighbouring governments about its rise.
2. The 1997 Asian financial crisis improved China's regional standing because Beijing did not devalue the renminbi and supported financial stability elsewhere in the region. A 2002 framework agreement with ASEAN led to the China-ASEAN Free Trade Area in 2010, while China's demand for raw materials increased trade with Indonesia, Malaysia and other resource exporters, and Chinese factories became central to production networks linking component supply and assembly across East and Southeast Asia.
3. Territorial claims in the South China Sea created persistent tension with Vietnam, the Philippines, Malaysia and Brunei. The 1988 clash at Johnson South Reef showed that these disputes could produce direct military violence, and China's occupation of Mischief Reef in 1995 alarmed the Philippines and pushed ASEAN toward a more collective diplomatic response.

Regional Order: Taiwan, Korea and Competing Influence

1. The 1992 Consensus provided an ambiguous formula for cross-strait dialogue with Taiwan, though Beijing and Taipei later disagreed about its meaning. China's missile exercises near Taiwan in 1995 and 1996 led the United States to deploy two carrier groups during the Third Taiwan Strait Crisis, and Beijing continued to oppose any declaration of Taiwanese independence, combining military pressure with growing trade and investment ties.
2. China became North Korea's main trading partner and its most important source of fuel and food, while also supporting multilateral negotiations during the Six-Party Talks from 2003 because it wanted denuclearisation without a regime collapse on its border. South Korea and China established diplomatic relations in 1992, after Seoul ended formal recognition of Taiwan, and China became South Korea's largest trading partner in 2004, though security cooperation remained limited by the North Korean issue.

1. Regional relations combined economic interdependence with strategic distrust: closer trade did not remove territorial or security disputes. By 2020, China's regional influence rested on market access, infrastructure finance and military power, while many of its neighbours continued to rely on alliances with the United States alongside deepening trade with China.
