Legal Methods: From Provisional Government to the 1976 Constitution

Dual Power: The Provisional Government and the ORPC

1. A provisional government replaced the Batista regime in January 1959, appointed jointly by Fidel Castro and the M-26-7 leadership.
2. The well-respected judge Manuel Urrutia Lleo became president, and Jose Miro Cardona became prime minister, while Castro himself took the post of commander-in-chief of the armed forces.
3. Their cabinet included only three former rebels, and just one of these came directly from M-26-7 itself, reflecting an initial attempt to present a broad, moderate government.
4. Alongside this official government, Castro simultaneously established the Office of Revolutionary Plans and Coordination, known by its Spanish acronym ORPC, to oversee his proposed agrarian reforms.
5. The ORPC was staffed by Castro's closest confidants from the guerrilla war, including his brother Raul and Che Guevara, giving it far more real authority than its modest official title suggested.
6. This arrangement created a dual power structure, with a moderate official government existing alongside a genuinely powerful revolutionary shadow government controlled directly by Castro.
