Economic Factors: Sugar, Dependency, and the Colossus to the North

The Platt Amendment and the Origins of Economic Dependency

1. Cuba's economic subordination to the United States was written directly into law within just a few years of gaining formal independence from Spain.
2. The 1901 Platt Amendment, imposed as a condition of the end of US military occupation, granted Washington the right to intervene militarily in Cuba at will.
3. This amendment fundamentally undermined Cuban sovereignty from the very beginning of the republic, regardless of which government held nominal power in Havana.
4. The United States exercised direct military occupation of Cuba on multiple occasions, including from 1898 to 1902, from 1906 to 1909, and during the so-called Sugar Intervention of 1917 to 1922.
5. Cuban elections throughout this period were frequently manipulated in favour of candidates considered friendly to American economic and strategic interests.
6. Politicians who challenged US economic dominance, such as the provisional government of Ramon Grau San Martin in 1933, faced direct pressure or removal once they threatened American corporate interests.
7. US-owned corporations invested heavily in Cuba from the early nineteenth century onward, and by the 1890s these investments had grown large enough to shape US foreign policy toward the island directly.
8. This deep, legally entrenched economic and military relationship meant that formal Cuban independence in 1902 masked a continuing practical subordination to American economic interests.

4. Because the US market absorbed the large majority of Cuban sugar exports, this quota system gave Washington enormous practical leverage over the entire Cuban economy.
5. American companies owned a substantial share of Cuba's most productive sugar mills and surrounding plantation land, extracting profits that flowed largely back to shareholders in the United States.
6. Estimates from the 1950s suggest that roughly 40 percent of Cuba's total sugar production capacity was directly owned by American corporations rather than by Cuban nationals.

6. Rural workers had few realistic alternatives to sugar labour, since Cuba's limited industrial base offered little year-round employment outside agriculture and its immediate service sectors.
7. Tiempo muerto became, for many Cuban revolutionaries including Castro, a powerful symbol of an economic system that treated rural workers as disposable rather than as citizens deserving stable livelihoods.

US Corporate Dominance Beyond Sugar

3. The International Telephone and Telegraph Company controlled Cuba's telephone network, another essential utility largely outside direct Cuban ownership or control.
4. American companies also dominated Cuba's nickel mining industry and held substantial interests in oil refining and other emerging industrial sectors.
5. Cuban banking was similarly shaped by a significant American corporate presence, limiting the availability of credit controlled by purely Cuban financial institutions.
6. Total American investment in Cuba by the 1950s has been estimated at roughly one billion US dollars, an enormous sum relative to the size of Cuba's own economy.
7. This combination of sugar, utilities, mining, and banking meant that American capital shaped decisions across almost every sector Cubans depended on in daily life.
8. For nationalist critics like Castro, this pattern of ownership made Cuba's formal political independence appear almost meaningless without genuine economic independence to match it.

Economic Grievance and the Path to Revolution

5. This regional pattern meant Cuban economic grievances resonated with, and were reinforced by, similar nationalist movements elsewhere in Latin America facing comparable foreign economic control.
6. Economic frustration alone did not cause the Cuban Revolution, but it supplied much of the emotional and material force behind the political and social grievances covered elsewhere in this unit.
7. Even Cubans who had little direct exposure to explicitly Marxist ideas could readily understand and share the more straightforward grievance of foreign economic control over their own country's resources.
8. This made economic nationalism, rather than doctrinal socialism, the more immediately persuasive element of Castro's early appeal to ordinary Cubans before 1959.

Economic Nationalism Beyond Cuba: The Latin American Context

1. Cuba's experience of foreign economic dominance was not unique but formed part of a much broader pattern across early to mid twentieth century Latin America.
2. Guatemala's United Fruit Company, Chile's copper mining industry, and Venezuela's oil sector all saw similarly extensive American corporate involvement during the same decades.
3. This regional pattern gave Cuban nationalists a wider context for understanding their own economic grievances, connecting local frustration to a continent-wide critique of American economic imperialism.
4. Che Guevara's own political formation, described in more detail elsewhere in this unit, was shaped directly by witnessing US-backed intervention against a reformist government in Guatemala in 1954.
5. This wider Latin American awareness meant Cuban economic nationalism after 1959 quickly connected with, and helped inspire, similar movements elsewhere in the region.
6. The scale of American corporate involvement across so many Latin American economies also meant Washington had a powerful, consistent incentive to prevent nationalist economic reform from succeeding anywhere in the region.

Historiographical Debate: Economic Determinism or One Factor Among Several?

Land Ownership Concentration

1. A small number of large landowners, including several US-owned sugar companies, controlled a disproportionate share of Cuba's most productive agricultural land.
2. Many rural Cubans worked as landless labourers or tenant farmers on land owned by these large estates, with little prospect of ever owning land themselves.
3. This concentration of land ownership gave Castro's promised agrarian reform immediate and widespread appeal among the rural poor.

Batista's Corruption and Economic Mismanagement

1. Batista's government was widely associated with corruption, including close ties to American organised crime figures who operated casinos and hotels in Havana.
2. Public funds were frequently diverted for personal enrichment rather than invested in infrastructure or social services.
3. This perception of a corrupt elite profiting while ordinary Cubans struggled reinforced economic grievances already rooted in foreign ownership and land concentration.
