Brezhnev Traded Reform for Stability, and Bought Time with Oil

Doctrine and Détente

1. Brezhnev's priority was stability. He held power from 1964 until his death in November 1982, with no single transformative project: his aim was stability of the party elite, of the Soviet bloc, and of the social contract with ordinary citizens. This conservatism produced calm in everyday Soviet life but left the structural problems of the economy unaddressed.
2. The Brezhnev Doctrine closed off liberalisation. Announced after the 1968 invasion of Czechoslovakia, it stated that the USSR had the right and duty to intervene militarily in any socialist state where socialism itself was threatened. It ended the experiment with "socialism with a human face" in Czechoslovakia and signalled to Eastern European governments that reform beyond narrow limits would not be tolerated.
3. Détente placed limits on superpower rivalry. The SALT I treaty (1972) placed the first limits on US-Soviet strategic nuclear weapons and was signed during Nixon's visit to Moscow. The Helsinki Accords (1975) recognised post-war European borders in exchange for Soviet agreement on human rights principles, which dissidents later used against the regime itself.
4. Afghanistan ended détente. The Soviet invasion of Afghanistan in December 1979 led the Carter administration to withdraw SALT II from Senate ratification and announce the Carter Doctrine, committing the US to defending the Persian Gulf. The early 1980s saw a return to Cold War confrontation: Reagan's defence build-up, Pershing II missile deployment in Europe, and renewed superpower hostility.

Economic Stagnation

1. Growth slowed steadily through the 1970s. The economy was over-invested in heavy industry and defence, which together consumed roughly 20-25% of national income, while consumer goods stayed scarce and poor in quality. Agriculture remained chronically inefficient, and the USSR was importing grain from the United States by the 1970s.
2. Oil revenues bought time, not solutions. Export earnings from western Siberian oil and gas let the government import consumer goods, feed the population, and fund military programmes without confronting the need for structural reform. When global oil prices collapsed in the early 1980s, these revenues fell sharply just as the USSR faced military overstretch in Afghanistan, creating an acute hard-currency crisis.

The Brezhnev Social Contract

1. In exchange for political passivity, the state offered secure jobs, controlled prices, and steadily improving material life. Real incomes and household ownership of televisions, refrigerators, and other goods rose through the 1970s, and enterprises kept excess staff on the payroll because full employment mattered more than efficiency.
   1. Because official supply never quite matched demand, a large "second economy" of private services, unofficial production, and black market trade grew alongside the planned one, and officials mostly tolerated it because it quietly covered the gaps state shops left open.
2. The 1977 Constitution declared that "developed socialism" had been achieved, formalising the Communist Party's permanent leading role while listing broad social rights that citizens could not enforce through open politics or a free press.

The Great Grain Robbery

1. Soviet grain purchases from the United States in 1972 caught Western markets by surprise. Soviet negotiators used subsidised credit to buy on favourable terms, driving up global grain prices in what American commentators nicknamed the "great grain robbery."
   1. These imports protected Soviet livestock herds and urban food supplies, but they also tied Soviet domestic stability to hard currency and foreign trade, exposing the same dependence that oil and gas revenue was meant to paper over elsewhere in the economy.
