Kosygin's 1965 Reform Promised Efficiency and Delivered a Dead End

The 1965 Kosygin Reform

1. Kosygin took charge of the economy. Alexei Kosygin served as Chairman of the Council of Ministers (premier) from 1964 to 1980, and became the driving force behind the 1965 Kosygin Reform, the most significant attempt to restructure Soviet economic management since the 1930s. This made him the senior economic administrator of the Soviet state at a moment when planners were searching for ways to reverse a growth slowdown.
2. The reform restored central ministries. It replaced Khrushchev's regional councils (sovnarkhozy), which Brezhnev viewed as politically destabilising, with a single centralised structure of ministries. Kosygin went further than simple recentralisation, though: he tried to build market-style incentives into the planning system itself.
3. Enterprise managers gained new incentives. Managers were given targets based on sales revenue and profit rather than gross output alone, and could retain a portion of profits for bonuses and investment. This was a partial move toward market-style incentives within a planned economy, not a wholesale abandonment of planning.
4. Growth improved, but only briefly. Soviet GDP grew at roughly 5-6% annually during the Eighth Five-Year Plan (1966-1970), and industrial output rose. The structural causes of Soviet economic weakness, distorted prices, soft budget constraints, and lack of genuine competition, remained untouched.

Why the Reform Failed

1. Central ministries resisted change. Restored to power in 1965, the ministries had no interest in ceding authority to enterprise managers, and structural resistance set in from 1966 onwards. The price system remained centrally fixed and bore no relationship to scarcity or consumer demand, so profit targets based on these prices sent misleading signals: enterprises produced what was easy rather than what the economy needed.
2. The 1968 Prague Spring hardened the political climate. Soviet intervention in Czechoslovakia associated economic reform with political danger. By 1969-1970, Brezhnev's "stability of cadres" policy was entrenching conservative officials who had no incentive to implement Kosygin's ideas.
3. Oil and gas discoveries removed the pressure to reform. The discovery of massive reserves in western Siberia began generating hard-currency revenues in the early 1970s. The Soviet leadership chose to buy time with energy exports rather than restructure the economy, and the reform effectively died.

The Ratchet Effect Undermined Honest Reporting

1. Profit only measures efficiency when prices carry real information, and Soviet prices reflected political choices and historical costs rather than scarcity. Ministries also kept renegotiating targets upward once they saw what a factory could actually produce.
   1. This ratchet effect pushed managers to hide spare capacity rather than reveal it, since an honest report of surplus output only invited a harsher target the following year, the opposite of what a genuine efficiency drive needed.
2. Sales indicators could not fix shortages either, because suppliers still faced separate quantity targets and unreliable deliveries. A factory could want better inputs and still have no alternative source to turn to.

A Wider Search Across the Eastern Bloc

1. Kosygin's reform was not an isolated experiment. Hungary, Czechoslovakia, East Germany, and Poland all explored different mixes of planning and enterprise autonomy through the 1960s.
   1. Hungary's New Economic Mechanism, launched in 1968, survived where the Soviet reform stalled, because Budapest kept the changes smaller in scale and the political boundaries around them clear, something the much larger Soviet economy could not easily replicate.
2. Rising world oil prices after 1973 turned Western Siberian energy exports into a far larger source of hard currency, letting Moscow import grain and technology rather than fix the incentives Kosygin had targeted, a windfall that covered weakness without curing it.
