The Boat People: Displacement Varied Sharply by Ethnicity and Class

1. After the fall of Saigon in April 1975, hundreds of thousands of Vietnamese fled the country by sea.
   1. These boat people risked death on overcrowded, unseaworthy vessels to cross the South China Sea.
   2. The peak years of departure were 1978 and 1979, when political repression, economic collapse, and targeted ethnic persecution drove mass flight.

Sea journeys and death tolls

1. Most boats headed for Malaysia, Hong Kong, Indonesia, the Philippines, or Thailand.
   1. The vessels were often fishing boats designed for a few dozen people but packed with hundreds.
   2. Passengers faced storms, engine failures, and a complete lack of food and clean water.
2. Estimates suggest between 200,000 and 400,000 people died at sea from drowning, starvation, dehydration, and violence.
   1. The true number is impossible to confirm because many boats simply disappeared without any record.

Piracy in the Gulf of Thailand

1. Boats passing through the Gulf of Thailand faced attacks from Thai pirates.

The Hoa: ethnic Chinese Vietnamese targeted by the state

The Montagnard: highland minorities persecuted for wartime alliances

1. The Montagnard peoples of the Central Highlands had fought alongside US Special Forces during the Vietnam War.
   1. After 1975, the new government treated them as collaborators.
   2. They faced severe persecution, including forced relocation from ancestral lands into lowland settlements.
2. The term "Montagnard" covers dozens of distinct ethnic groups in the Central Highlands.
   1. The largest included the Ede (Rhade), Jarai, Bahnar, and Koho.
   2. Each had its own language, customs, and territorial base, but they shared a common experience of marginalization by the ethnic Vietnamese majority both before and after the war.
3. During the Vietnam War, many Montagnard men served in the Civilian Irregular Defense Group (CIDG) program, a US Special Forces initiative that armed and trained highland fighters to resist Viet Cong infiltration of the Central Highlands.
   1. This wartime alliance made the Montagnard a specific target for the new government after 1975.
   2. The regime viewed them not just as ethnic minorities but as active collaborators with the American military.
4. The government destroyed traditional Montagnard villages and confiscated highland territories for state-run coffee and rubber plantations.

   3. This internal displacement received far less international attention than the boat people crisis because it produced no visible exodus across borders.
6. Some fled overland to Cambodia, but a much smaller number (several thousand) eventually reached refugee camps in Thailand and were resettled in the United States, primarily in North Carolina.
