German Economic Exploitation, 1940-1944

Occupation fees drained French national income. France paid 20 million Reichsmarks per day in occupation costs, at an artificially overvalued exchange rate that let Germany buy French goods cheaply. By 1944 an estimated 40 per cent of French national income had been transferred to Germany. This combined direct occupation fees with forced deliveries of industrial and agricultural output redirected to the German war economy.
German requisitioning collapsed the French food supply. Food, raw materials and manufactured goods were requisitioned for Germany. Rationing began in October 1940 and average daily caloric intake in Paris fell to 1,200-1,500 calories by 1942-43, against a pre-war norm of around 2,500. Reconstruction reduced social discontent and weakened Communist appeal, laying the foundation for the post-war boom the French call the Trente Glorieuses.

Mark Mazower: argues that the technocratic and interventionist state structures pioneered under occupation and by resistance planners fed directly into post-war reconstruction institutions such as the Monnet Plan.

Housing destruction outlasted the occupation itself. Wartime combat, Allied bombing, and the fighting of the 1944 liberation destroyed or seriously damaged close to one-fifth of France's housing stock, a shortfall that kept families in overcrowded and substandard housing well into the 1950s.
This shortage shaped later policy. The housing gap left by occupation and liberation became a direct driver of the large-scale HLM (habitation à loyer modéré) social housing programme that France launched in the 1950s.
