Great Power Roles: How the US, USSR, and China Shaped the Korean War

1. The Korean War was a product of the Cold War rivalry between the United States and the Soviet Union, overlaid onto a genuine Korean civil conflict. Neither superpower wanted a direct confrontation with the other, but both were willing to equip, train, and politically support their Korean clients.

1. The United States adopted a policy of *containment* after 1947: the idea that communist expansion had to be stopped wherever it occurred. Korea initially sat outside this framework.
2. Secretary of State Dean Acheson's January 1950 speech appeared to exclude Korea from the American defensive perimeter in the Pacific. Historians disagree about whether this encouraged Kim Il Sung and Stalin to proceed, but the invasion quickly reversed US policy.
3. President Truman committed ground troops within days, and US forces made up the bulk of the UN coalition. The Soviet Union supplied and trained the North Korean military before the war but did not commit ground troops once fighting began.
4. Stalin feared a direct US-Soviet confrontation and limited Soviet involvement to supplying materiel and providing air cover with Soviet pilots in Chinese aircraft. His absence from the UN Security Council in the months before the war meant he could not veto the resolutions authorising UN intervention.
5. China's role transformed the war's course. After UN forces crossed the 38th parallel in September 1950 and advanced towards the Yalu River (the Sino-Korean border), Mao Zedong committed Chinese People's Volunteer Army troops.
