Collective Security and Unequal Power in the Americas

Origins of the Inter-American System

1. Regional cooperation predated the Cold War. Pan-American conferences had promoted consultation, arbitration, trade, and US influence since the late nineteenth century.
2. The Good Neighbor Policy changed official language. Franklin D Roosevelt rejected direct military occupation and emphasized non-intervention.
3. Wartime cooperation strengthened institutions. Most American republics supported hemispheric defence and broke relations with the Axis.
4. The 1945 Act of Chapultepec anticipated collective security. States agreed that aggression against one American country concerned all.
5. Latin American governments expected reciprocity. They sought development, sovereignty, and consultation rather than only anti-Communist alignment.
6. The United States prioritized strategic unity. Washington wanted to exclude rival powers and secure raw materials, routes, and political support.
7. The post-war system contained an imbalance. Formal equality existed beside overwhelming US economic and military power.

The Rio Pact of 1947

1. The Inter-American Treaty of Reciprocal Assistance was signed in Rio de Janeiro. It became known as the Rio Pact or TIAR.
2. Article 3 established collective defence. An armed attack against one American state was treated as an attack against all.
3. The pact covered a defined security zone. Its geography included the Western Hemisphere and surrounding waters.
4. Responses were not automatically military. States could choose diplomatic, economic, or defensive measures.
5. The treaty preceded NATO. It demonstrated that Cold War collective security first took formal regional shape in the Americas.
6. Washington viewed communism as an external threat. Latin American governments often feared intervention and domestic instability as much as Soviet attack.
7. The pact's central weakness was political. Collective action depended on governments agreeing about what counted as aggression.

Creation and Structure of the OAS

1. The Organization of American States was founded in Bogotá in 1948. Its charter joined security, peaceful settlement, democracy, rights, and development.
2. Every member possessed a formal vote. The General Assembly and foreign-ministers meetings provided forums for regional decisions.
3. The principle of non-intervention was explicit. No state had the right to intervene directly or indirectly in another state's affairs.
4. The Inter-American Commission on Human Rights began in 1959. It gradually documented abuses and developed regional standards.
5. The OAS mediated some disputes. Observation, investigation, and negotiation could reduce bilateral tensions.
6. Institutional resources remained limited. Implementation depended heavily on member cooperation and US finance.
7. The basic contradiction endured. The OAS defended sovereignty while the dominant member repeatedly intervened in the region.

Guatemala, Cuba, and Anti-Communist Enforcement

1. The 1954 Caracas Conference targeted international communism. The OAS approved a declaration linking communist control to hemispheric danger.
2. The resolution prepared political ground against Guatemala. The CIA-backed overthrow of Jacobo Árbenz followed months later.
3. The OAS did not authorize the coup. Its anti-Communist framework nevertheless weakened collective defence of non-intervention.
4. Cuba created a sharper test after 1959. Revolution, Soviet alignment, and US hostility divided member governments.
5. Cuba was excluded from participation in 1962. The OAS declared Marxism-Leninism incompatible with the inter-American system.
6. Most members later severed relations. Regional pressure helped Washington isolate Havana diplomatically.
7. The Cuba policy revealed selective legality. Ideological conformity outweighed universal membership and political pluralism.

The Dominican Republic and Coercive Collaboration

1. Civil war began in the Dominican Republic in April 1965. Constitutionalists sought the restoration of elected president Juan Bosch.
2. President Lyndon Johnson sent US troops. He claimed intervention was needed to protect lives and prevent another communist government.
3. The OAS created an Inter-American Peace Force. Brazil commanded a multinational force that included several Latin American contingents.
4. The force followed the unilateral landing. Regional authorization partly legitimized an action already taken by Washington.
5. Elections took place in 1966. Joaquín Balaguer won amid occupation, repression, and unequal political conditions.
6. Supporters cited stabilization. Critics described the mission as multilateral cover for US intervention.
7. The case exposed institutional hierarchy. The OAS could collaborate, but often after the United States had defined the crisis and response.

Development, Democracy, and Human Rights

1. Regional collaboration extended beyond defence. The Inter-American Development Bank was created in 1959 to finance economic and social projects.
2. The Alliance for Progress began in 1961. It connected reform, growth, and anti-Communist strategy.
3. OAS election observation expanded later. Monitoring supported democratic procedures but could not ensure equal political competition.
4. Human-rights institutions gained importance. The Commission investigated disappearances, torture, and repression under military governments.
5. The 1969 American Convention codified rights. It later supported the Inter-American Court of Human Rights.
6. Cold War policy remained inconsistent. Washington cooperated with anti-Communist dictatorships despite commitments to democracy.
7. Regional institutions created long-term standards. Their strongest legacy often emerged when Cold War security priorities weakened.

The Falklands War and the Rio Pact's Limits

1. Argentina invaded the Falkland Islands in April 1982. It claimed sovereignty over territory governed by Britain.
2. Argentina invoked hemispheric solidarity. Its military government expected the Rio Pact to support resistance to an extra-hemispheric power.
3. The United States sided with Britain. Washington imposed sanctions on Argentina and provided intelligence and logistical help to London.
4. Many Latin American states supported Argentina diplomatically. Chile instead assisted Britain because of its rivalry with Argentina.
5. The conflict exposed competing obligations. US ties to NATO and Britain outweighed the Rio Pact.
6. Collective security proved selective. Power and political alignment mattered more than treaty language.
7. The long-term effect was damaging. Latin American confidence in TIAR declined sharply after 1982.
8. The 1948 Bogotá conference that founded the OAS was disrupted by the Bogotazo: the assassination of Colombian leader Jorge Eliécer Gaitán triggered days of rioting that delayed the summit while delegates were still drafting the charter's language on peaceful settlement.
9. The OAS reached no consensus on Nicaragua in 1979: as the Sandinista revolution advanced against Somoza, member states debated collective action but failed to agree, leaving Washington to pursue support for the Contras outside the collective security framework entirely.
10. The 1983 invasion of Grenada bypassed the OAS altogether: the US-led operation drew its legal authorization instead from the much smaller Organisation of Eastern Caribbean States, showing Washington could route around hemispheric institutions it judged too slow or divided.
11. Panama's 1977 Canal treaties tested the sovereignty principle the OAS claimed to defend: negotiations to transfer canal control to Panama by 1999 were framed as proof that non-intervention rhetoric could produce real concessions, not just cover for continued US dominance.

Historiography and Overall Judgment

1. Gordon Connell-Smith emphasizes US hegemony. Inter-American institutions often translated unequal power into formal cooperation.
2. Lars Schoultz stresses security ideology. US officials repeatedly interpreted Latin American reform movements through a Cold War lens.
3. Tom Long highlights Latin American agency. Smaller states could organize, bargain, and sometimes constrain US preferences.
4. Robert Pastor presents a reformist view. Regional institutions could reconcile US interests with cooperative development.
5. A realist interpretation values coordination. The Rio Pact and OAS provided consultation during a period of genuine external threat.
6. A critical interpretation stresses selective enforcement. Guatemala, Cuba, the Dominican Republic, and the Falklands show collective language applied unevenly.
7. Overall judgment: The inter-American system enabled genuine collaboration, but Cold War security and US power repeatedly limited equality, sovereignty, and credibility.
