Washington's Secret Campaign Against an Elected Government

Chile Before Allende

Accountability After the Coup: The Church Committee and Human-Rights Reckoning

1. The US Senate's Church Committee exposed the covert programme in 1975. Chaired by Senator Frank Church, its investigation confirmed CIA funding for anti-Allende propaganda, opposition parties, and destabilisation efforts.
2. Henry Kissinger's private comments revealed the administration's reasoning: he argued the United States should not "let a country go communist due to the irresponsibility of its own people."
3. ITT offered direct financial backing against Allende. Internal documents showed the company proposed up to a million dollars to prevent his 1970 inauguration, motivated by fears over nationalisation of its Chilean telephone subsidiary.
4. The 1991 Rettig Report and 1996 Valech Report later found that Pinochet's security forces killed or disappeared more than 3,000 people and tortured tens of thousands more.
5. Orlando Letelier was assassinated in Washington DC in 1976 when Chilean intelligence agents planted a car bomb, extending the scandal onto US soil and prompting a US criminal investigation into Pinochet's secret police.

13. The Vicaría de la Solidaridad , established by the Catholic Church in Santiago, documented human-rights violations and provided legal aid to victims throughout the dictatorship.
14. Pinochet's rule ended only after he lost a 1988 plebiscite he had called to extend his presidency, a longer-term outcome that surprised many observers.
