Germany After Reunification: Relations with the Rest of Europe

Reassuring Europe after reunification

1. Reunification changed Europe’s balance of power: Germany became larger, more central, and economically stronger after 3 October 1990.
   • Britain, France, Poland, and the Soviet Union all had reasons to watch German unity carefully. Historical memory shaped diplomacy.
   • German leaders therefore framed unity as a European project, not as a return to nationalist independence. Reassurance was central.
2. The Two Plus Four settlement: the two German states and the four occupying powers settled external aspects of reunification in 1990.

• Germany accepted existing borders, renounced territorial claims, and confirmed the Oder-Neisse border with Poland. Border recognition reduced fear in eastern Europe.
• The agreement also allowed unified Germany to remain in NATO while Soviet forces withdrew from the East. Security integration replaced occupation.

1. France and European integration: President Francois Mitterrand accepted reunification partly because Germany committed itself to deeper European integration.
   • The move toward monetary union reassured France that German economic strength would be embedded in shared institutions. The euro became part of the bargain.
   • Chancellor Helmut Kohl saw Europe as both Germany’s duty after the past and its best route to influence.

Germany and the European Union

1. The Maastricht Treaty: signed in 1992, it created the European Union and set a path toward Economic and Monetary Union.
   • Germany supported Maastricht because European integration helped normalise reunified German power. Institutional restraint increased trust.
   • Domestic critics worried that giving up the Deutsche Mark weakened a symbol of post-war stability. European commitment carried political cost.
2. The euro in 1999: Germany entered monetary union and later became the central economy of the Eurozone.
   • The euro reduced exchange-rate uncertainty and supported German trade with European partners. Export strength increased Germany’s influence.
   • The same influence created tension when Germany pushed fiscal rules during later Eurozone crises. Leadership could look like dominance.
3. EU enlargement: Germany strongly supported the entry of central and eastern European states into the EU in 2004.
   • Enlargement stabilised Germany’s eastern neighbourhood and opened markets for trade and investment. Geography shaped German policy.
   • Poland, the Czech Republic, Hungary, and others became partners inside institutions rather than a buffer zone outside them. Post-Cold War order moved eastward.

Relations with eastern Europe

1. Germany and Poland: relations improved after border recognition, but they remained shaped by war memory, minority issues, migration, and EU politics.
   • German recognition of the Oder-Neisse border removed a major source of Polish anxiety. Security reassurance came first.
   • Later tensions over energy, migration, judicial politics, and wartime reparations showed that reconciliation was not complete agreement. Memory remained active.
2. Russia after 1990: Germany supported Soviet troop withdrawal and developed strong economic links with post-Soviet Russia.
   • Energy ties deepened through gas imports and pipelines, especially under leaders including Gerhard Schröder.
   • Critics argued that dependence on Russian energy weakened European security and divided EU partners. Ostpolitik legacy became controversial.
3. The Balkans and Kosovo: Germany’s role in the Yugoslav wars tested whether a post-war state could use military force for humanitarian or alliance reasons.
   • German recognition of Slovenia and Croatia in 1991 affected European diplomacy during Yugoslavia’s collapse.
   • In 1999, Germany joined NATO action over Kosovo, marking a major shift in post-war military culture. Security responsibility expanded.

NATO and security policy

1. NATO membership remained central: unified Germany stayed inside NATO, which reassured western allies and anchored Germany in a collective security system.
   • Soviet acceptance depended on diplomacy, financial support, and guarantees linked to troop withdrawals. Alliance continuity prevented strategic uncertainty.
   • Germany also accepted limits on armed forces and nuclear weapons as part of reunification settlement. Restraint reassured neighbours.
2. Military caution: German governments remained cautious about force because Nazi history and post-war pacifism shaped public opinion.
   • The Bundeswehr took on wider roles in peacekeeping and alliance missions, but each expansion created debate. Normalisation was gradual.
   • Germany often preferred diplomacy, trade, sanctions, and EU frameworks to unilateral military action. Civilian power defined its image.
3. Ukraine and security tensions: Russia’s actions in Ukraine from 2014 forced Germany to balance dialogue with sanctions and alliance commitments.
   • Chancellor Angela Merkel helped negotiate the Minsk agreements while supporting EU sanctions.
   • The crisis exposed the limits of a Europe built mainly on economic interdependence. Security dependence returned as a problem.

Crisis leadership in Europe

1. Eurozone crisis: after 2009, Germany pushed fiscal discipline, bailout conditions, and institutional rules during the debt crisis.
   • Supporters argued that German policy defended the euro from irresponsible borrowing and protected taxpayers. Stability culture shaped decisions.
   • Critics in Greece and elsewhere argued that austerity deepened recession and gave Germany too much power. European solidarity became contested.
2. The refugee crisis in 2015: Germany accepted large numbers of refugees and then pushed for a European response to asylum and border pressure.
   • Some EU partners praised humanitarian leadership, while others rejected quotas and criticised German unilateralism. Migration policy divided Europe.
   • The crisis showed that Germany’s moral authority could still create resentment when partners felt pressured. Leadership style mattered.
3. Brexit and Franco-German leadership: Britain's vote to leave the EU in 2016 increased the weight of Germany and France inside the Union.
   • Germany wanted to protect the single market and avoid rewarding exit with better terms than membership. EU rules guided policy.
   • Brexit also removed a major liberal, Atlantic, and market-oriented counterweight to German influence. Balance of power shifted inside Europe.
4. Free movement and Schengen: Germany benefited from open borders through trade, labour mobility, tourism, and education links across Europe.
   • Eastern enlargement increased movement into Germany from Poland, Romania, Bulgaria, and other EU states. Labour mobility supported sectors with worker shortages.
   • Open borders also created pressure during the refugee crisis, when several states restored temporary controls. Schengen showed both the benefits and fragility of integration.
   • This gives students a way to connect everyday integration with high politics. European relations affected borders, jobs, identity, and sovereignty at the same time.

Judging Germany’s European role

1. Integration reduced fear: Germany accepted borders, stayed in NATO, supported Maastricht, gave up the Deutsche Mark, and backed EU enlargement.
   • This evidence supports the view that reunified Germany deliberately embedded itself in European institutions. Self-restraint was real.
   • European integration helped Germany gain influence without appearing to act alone. Institutional power was less threatening than unilateral power.
2. Power still caused tension: Germany’s size, exports, fiscal preferences, refugee policy, and Russian energy ties created disagreement with partners.
   • The strongest evidence is the Eurozone crisis, where German preferences shaped policy for debtor states. Economic asymmetry became political.
   • A strong judgement should say that reunified Germany was restrained by institutions but powerful within them. Embedded power is the core concept.
