Reactions to Domesticity: Why Women Pushed Back

The Post-War Domestic Ideal

1. During World War II, millions of American women entered the workforce to fill jobs left by men serving overseas.
   1. The cultural icon "Rosie the Riveter" celebrated this shift, portraying women as capable factory and industrial workers.
2. When the war ended in 1945, that changed rapidly.
   1. Veterans returned to reclaim their jobs, and women were encouraged, or outright pressured, to return to domestic life.
   2. Government policy, advertising, and popular culture all reinforced the message that a woman's place was in the home.
3. The result was the Baby Boom: a dramatic rise in birth rates between 1946 and 1964.
   1. Suburban housing developments expanded rapidly.
   2. The ideal family was portrayed as a breadwinner husband, a homemaker wife, and several children in a detached house with a garden.
4. This redomestication was not a natural return to tradition.
   1. It was an active, constructed ideal, shaped by economic incentives, Cold War anxieties about the American family.
   2. A deliberate effort to clear the labour market for returning veterans.

The Problem That Has No Name

1. In 1963, journalist and activist Betty Friedan published The Feminine Mystique.
   1. The book argued that American society had constructed a false image of femininity, one that told women their only path to fulfilment was through marriage, motherhood, and homemaking.
2. Friedan called the resulting dissatisfaction "the problem that has no name".
   1. A sense of emptiness and unfulfilled potential that many women felt but could not articulate because the culture gave them no language for it.
   2. Her book sold millions of copies and became a founding text of second-wave feminism.
3. Friedan's analysis reflected a specific, narrow experience.
   1. She was writing primarily about college-educated, middle-class white women in the suburbs.
   2. Her account largely ignored Black women, working-class women, and women who had never had the option of staying home.

Early Legal Wins

1. Political change began in the early 1960s.
   1. In 1961, President Kennedy established the Commission on the Status of Women, chaired by Eleanor Roosevelt.
   2. The commission documented the scale of discrimination women faced in employment, education, and law.
   3. Its 1963 report gave reformers concrete evidence to push for change.
2. Also in 1963, Congress passed the Equal Pay Act.
   1. This required employers to pay women the same wages as men for the same work.
   2. In practice, its impact was limited.
   3. Employers could sidestep the law by assigning different job titles to roles that were essentially identical.
3. The following year, the Civil Rights Act of 1964 included Title VII, which banned discrimination in employment on the basis of race, colour, religion, national origin, and sex.
   1. Sex was added at the last minute, reportedly by a segregationist congressman who hoped the addition would sink the bill.
   2. It did not.
   3. Title VII became law.
4. Title VII created the Equal Employment Opportunity Commission (EEOC) to handle workplace discrimination complaints.
   1. But the EEOC initially treated sex discrimination as a lower priority than race discrimination.
   2. Complaints from women piled up without action, and this neglect became a catalyst for feminist organising.

Women in the Workforce

1. Despite the domestic ideal, millions of women worked throughout the postwar decades.
   1. By 1960, roughly one third of all American workers were women.
   2. Many worked because their families needed the income, not because employers or the wider culture encouraged them to.
2. Black women had a long history of paid work outside the home, shaped by economic necessity and the legacy of slavery.
   1. For them, the public debate about whether women should work was largely theoretical.
   2. The real questions were about pay, conditions, and access to skilled roles.
3. Even in professional fields, women faced strict barriers.
   1. They were typically limited to low-status roles regardless of their qualifications.
   2. The story of the women mathematicians at NASA illustrates this gap between ability and recognition.

1. By the mid-1960s, the conditions for a broader feminist movement were in place.
   1. A domestic ideal that many women found stifling, a body of new legal rights only partially enforced.
   2. A workforce already full of women doing skilled work without equal reward.

Evidence of Post-War Contradiction

1. Women’s wartime employment proved that women could perform skilled industrial work, but employers dismissed many after 1945 to restore male jobs.
2. By 1960, about 38 percent of American women worked outside the home, which exposed the gap between the domestic ideal and economic reality.
3. Women earned about 59 cents for every dollar earned by men, so workforce participation did not bring equal status or economic power.
