Goebbels Turned Propaganda Into Total Control of German Culture and Public Emotion

Goebbels and the Control of Information

1. Joseph Goebbels was appointed Reich Minister of Public Enlightenment and Propaganda in March 1933, just weeks after Hitler became Chancellor. His ministry had jurisdiction over all forms of public communication: newspapers, radio, film, theatre, music, art, and books. In April 1933, the Reich Chamber of Culture was established, dividing into separate chambers for press, film, music, fine arts, theatre, literature, and radio. All practitioners had to be members. Jews and political opponents were excluded, effectively removing them from their professions.
2. Press: the press was brought under central control through Gleichschaltung. Independent newspapers were bought out by the Nazi Party or closed, and the Reich Press Law of 1933 required editors to be "of German blood" and politically reliable. The Volkischer Beobachter became the party's national paper of record, and by 1939 the Nazi Party directly owned 82% of the German press.
3. Radio: the Volksempfanger ("people's receiver") was a cheap, deliberately limited radio set that could only pick up domestic broadcasts. Radio ownership rose from 4 million to 16 million sets, and by 1939 over 70% of German homes owned one.

1. Film and print: the state-controlled UFA studios produced entertainment and propaganda together, with newsreels shown before every screening. Antisemitic films such as The Eternal Jew (1940) normalised hatred, while book burnings in Berlin in May 1933 destroyed 25,000 "un-German" books.

The Nuremberg Rallies and the Aesthetics of Power

1. The annual Nazi Party rally at Nuremberg, held each September from 1933, was the regime's most spectacular theatrical event. Designed by Albert Speer and filmed by Leni Riefenstahl, the rallies combined mass participation (hundreds of thousands of party members, SA and SS formations, military units) with carefully choreographed lighting, music, architecture, and ceremonial. The 1934 rally was filmed as Triumph of the Will, one of the most studied examples of political film propaganda ever made. The "Cathedral of Light" used 130 searchlight beams aimed vertically to create an effect of architectural grandeur.
   1. The rallies served several functions simultaneously. Goebbels understood that emotional spectacle could bypass rational evaluation. The rallies were designed to be experienced, not analyzed.
2. For participants: the rallies created an overwhelming sense of collective identity and submission to the movement.
3. For German audiences watching the film: Hitler was projected as a messianic figure surrounded by a disciplined, unified national community.
4. For foreign observers: the rallies, and events like the 1936 Berlin Olympics, demonstrated Germany's military resurgence and national cohesion, though Jesse Owens's four gold medals at Berlin embarrassed the regime's racial ideology.

Art, Film, and the Cult of the Body

1. State-approved art and film celebrated heroic bodies, rural life, motherhood, soldiers, and labour, extending the visual language of the Nuremberg rallies into painting, sculpture, and cinema.
   1. The 1937 Degenerate Art exhibition in Munich displayed modernist works, expressionism, cubism, and abstraction, in a deliberately hostile setting designed to provoke ridicule, while approved museums removed the same artists from display.
   2. Riefenstahl followed Triumph of the Will with Olympia (1938), an innovative documentary of the 1936 Berlin Games that fused athletic achievement with national prestige, itself partly modelled on Fascist Italy's Istituto Luce newsreel tradition.

Education, Youth, and Political Ritual

1. School curricula were rewritten to foreground racial theory, nationalism, and militarism: history lessons presented Germany's past as a struggle toward racial unity, and biology lessons taught heredity and racial classification as settled science.
   1. Teachers faced political screening and pressure to join the National Socialist Teachers' League, while Hitler Youth and BDM activities reinforced classroom messages through camps, marching, and service.
   2. A calendar of ritual, flags, greetings, songs, and Hitler's birthday inserted political loyalty into the rhythm of everyday institutional life, though youth subcultures and informal opposition showed the socialisation was never complete.

The Fuhrer Myth: Working Towards Hitler

1. Propaganda presented Hitler as a leader standing above party squabbles, class interests, and the compromises of ordinary politics, personally responsible for every success while officials and local abuses absorbed the blame for failures, a pattern captured in the popular phrase "if only the Fuhrer knew."
   1. Historian Ian Kershaw termed this dynamic "working towards the Fuhrer": officials across the regime anticipated what Hitler was assumed to want rather than waiting for precise instructions, radicalising policy without any single written order.

1. 1936-1938: the remilitarisation of the Rhineland (1936) and the Anschluss and Munich settlement (1938) appeared to deliver major foreign policy triumphs without war, reinforcing Hitler's reputation for calculated, decisive leadership.

Propaganda's Limits in Wartime

1. Underground reports compiled by the exiled Social Democratic Party (Sopade) recorded criticism, black humour, apathy, and selective approval existing alongside outward conformity throughout the 1930s.
   1. Early military victories after 1939 strengthened faith in Hitler and appeared to confirm propaganda's claims of national revival.
   2. As the war turned, prolonged bombing, mounting casualties, and shortages eroded the credibility of official optimism. Goebbels's Total War speech at the Berlin Sportpalast in February 1943, delivered after the disaster at Stalingrad, tried to convert defeat into a demand for total sacrifice.
