Political Resistance to the EU: Euroscepticism and Brexit

Long-term roots of Euroscepticism

1. Sovereignty concern: critics argued that EU membership moved power from national parliaments to Brussels institutions, courts, and treaty rules.
   • This concern grew after the 1992 Maastricht Treaty because the EU expanded into citizenship, monetary union, justice, home affairs, and foreign policy coordination. Ever closer union became a target.
   • Supporters replied that states pooled sovereignty voluntarily to solve cross-border problems. Shared rule was the counterargument.
2. Democratic deficit: Eurosceptics claimed the EU was too distant from voters and gave too much influence to the Commission, European Court of Justice, and technocratic decision-making.
   • The European Parliament gained powers over time, but turnout and public identification with EU institutions remained weaker than national politics. Representation was contested.
   • The issue became sharper during the Eurozone crisis, when voters in Greece and other states felt bailout terms overrode national choices. Crisis governance damaged trust.
3. National identity: opposition often drew on fears that European integration weakened national traditions, borders, language, and democratic communities.
   • In Britain, this connected to imperial memory, island geography, parliamentary sovereignty, and the idea of a special relationship with the United States. British exceptionalism mattered.
   • In France, the Netherlands, Denmark, Italy, Hungary, and Poland, resistance took different forms, showing that Euroscepticism was not only British. European pattern was wider.

Why resistance grew after 2000

1. Eastern enlargement: the 2004 enlargement increased free movement from Central and Eastern Europe to richer member states.
   • In Britain, Polish and other EU migration became visible in workplaces, schools, housing markets, and public debate. Immigration became the most powerful campaign issue.
   • Migration also brought real economic benefits, but those benefits were not always felt by communities facing low wages or public-service pressure. Uneven impact fed resentment.
2. The Eurozone crisis: after 2009, austerity and bailout conditions made the EU look harsh, divided, and dominated by creditor states.
   • Southern European resistance focused on austerity, unemployment, and loss of economic control. Greece became the clearest case.
   • Northern European resistance focused on the fear of paying for other states’ debts. Solidarity became politically fragile.
3. Cultural backlash: many voters linked the EU with globalisation, immigration, liberal social values, and distant elites.
   • This backlash was strongest among older, less university-educated, socially conservative, and economically insecure voters in many countries. Populism turned social anxiety into anti-EU politics.
   • A strong explanation should not reduce resistance to racism, economics, or sovereignty alone because the causes interacted. Multi-causal explanation is essential.

Britain before the referendum

1. British ambivalence: Britain joined the EEC only in 1973 and kept a more transactional view of integration than many founding members.
   • Britain stayed outside the euro and Schengen, which meant it already had important opt-outs before Brexit. Semi-detached membership made withdrawal more imaginable.
   • Arguments over budget contributions, fishing, regulation, and parliamentary sovereignty remained regular features of British politics. Euroscepticism had deep roots.
2. UKIP pressure: the UK Independence Party, founded in 1993, pushed EU withdrawal into mainstream politics.
   • UKIP came first in Britain in the 2014 European Parliament election, showing that EU opposition could damage the Conservatives electorally.
   • David Cameron promised an in-out referendum if the Conservatives won the 2015 general election.
3. Cameron’s renegotiation: the prime minister sought limited reforms on welfare access, sovereignty language, and safeguards for non-Eurozone states before the referendum.
   • The deal did not satisfy hard Eurosceptics because they wanted control over immigration and law-making, not technical adjustments. Expectation gap weakened Remain.
   • The referendum turned a complex relationship into a binary choice between Leave and Remain. Binary politics simplified causes.

The Brexit vote

1. Referendum result: on 23 June 2016, the UK voted 52 percent to 48 percent to leave the EU, on turnout of about 72 percent.
   • England and Wales voted Leave, while Scotland and Northern Ireland voted Remain. Territorial division became a constitutional problem.
   • Older voters were more likely to vote Leave, while younger voters were more likely to vote Remain. Generational divide shaped the result.
2. Leave arguments: the Leave campaign stressed taking back control of laws, borders, money, and trade policy.
   • Immigration control was central because EU free movement limited the British government’s ability to restrict EU citizens moving to the UK. Borders became a shorthand for sovereignty.
   • The campaign also criticised EU budget contributions and promised that money could be redirected to domestic priorities such as the NHS. Public spending became symbolic.
3. Remain arguments: the Remain campaign stressed economic risk, trade disruption, investment loss, and weaker international influence.
   • Many Leave voters saw these warnings as elite fearmongering and dismissed them as Project Fear. Trust was already damaged.
   • The failure of expert warnings to shift enough voters showed how technocratic authority had weakened after austerity, Iraq, and the financial crisis. Anti-elite politics mattered.

After the vote

1. Article 50: the UK triggered Article 50 in March 2017, starting the formal withdrawal process.

• Theresa May’s government struggled to pass a withdrawal agreement because Parliament divided over customs arrangements, Northern Ireland, and the degree of separation from the EU. Implementation was harder than the slogan.
• The Conservative Party split between softer and harder versions of Brexit, while Labour faced pressure from Leave and Remain constituencies. Party politics realigned.

1. Formal exit: the UK formally left the EU on 31 January 2020, followed by a transition period that ended on 31 December 2020.
   • The Trade and Cooperation Agreement preserved tariff-free trade in goods under conditions, but it reduced services access and ended automatic free movement. Economic separation was partial but real.
   • Brexit also encouraged Scottish independence debates because Scotland had voted Remain but left the EU with the rest of the UK. Union politics intensified.

Consequences for Britain and the EU

1. British politics changed: Brexit broke older party coalitions because voters divided by age, education, place, and identity as much as by class.
   • The Conservatives gained support in many Leave-voting post-industrial seats in 2019, while Labour became stronger in many graduate-heavy urban Remain areas.
   • This realignment showed that EU politics had become a proxy for wider social and cultural divisions. Political identity shifted.
2. EU unity after Brexit: Brexit did not trigger a wave of exits because most Eurosceptic parties changed from leaving the EU to challenging it from inside.
   • The economic and administrative difficulty of the British process made withdrawal look less attractive in several member states. Deterrent effect mattered.
   • At the same time, Brexit proved that integration was reversible, which weakened the assumption that the EU only moved toward deeper union. Historical precedent changed the project.

European comparisons

1. France and the Netherlands: voters rejected the proposed EU Constitutional Treaty in referendums in 2005, showing resistance before Brexit.
   • The rejection reflected concern about sovereignty, enlargement, economic insecurity, and distrust of elites. Referendum politics exposed a legitimacy problem.
   • The later Lisbon Treaty preserved much of the institutional reform without calling it a constitution, which deepened suspicion among some critics. Process mattered.
2. Hungary and Poland: governments used sovereignty language to resist EU criticism over courts, media, migration, and minority rights.
   • These states did not seek exit because EU funds, market access, and public support for membership remained important. Exit and voice differed.
   • This comparison shows why Brexit was unusual: Euroscepticism elsewhere often aimed to reshape EU membership rather than end it. British case was distinctive.
