Brezhnev Replaced Mass Terror with Quieter, Targeted Repression

Methods of Control

1. Repression became targeted rather than mass. The labour camps had been scaled back after Stalin's death, and the arbitrary arrest of millions was not repeated. Instead of execution, dissidents faced psychiatric detention, forced exile, job loss, surveillance, and harassment of family members.
2. Samizdat kept alternative ideas alive. Because the state controlled all printing presses and copy machines, self-published underground literature, typed on carbon paper and passed hand to hand, was the only way to circulate texts the censors would not pass. Works circulated this way included poetry by Anna Akhmatova, novels by Alexander Solzhenitsyn, and political manifestos by human rights activists.

Key Dissidents and Their Fates

1. Solzhenitsyn exposed the camp system to the world. His book The Gulag Archipelago, a detailed history of the Soviet camp system, was published in the West in 1973. The Soviet government expelled him from the USSR in February 1974 rather than risk the trial and imprisonment that had made earlier dissidents into martyrs.
2. The Chronicle of Current Events documented abuses in real time. This underground journal was published continuously from 1968 to 1983, recording arrests, trials, psychiatric commitments, and camp conditions in factual, unemotional language. The KGB attempted to shut it down repeatedly through arrests of editors, but new editors always emerged to continue publication.
3. Refuseniks linked nationality policy to human rights. Soviet Jews who applied for emigration visas to Israel were frequently refused, becoming known as refuseniks, and were often dismissed from their jobs on applying, leaving them in legal and economic limbo. International pressure, particularly through the Jackson-Vanik Amendment (1974), had some effect: Jewish emigration rose in the mid-1970s before being cut back after the Afghanistan invasion.

The Sinyavsky-Daniel Trial Launched Organized Dissent

1. The 1965 arrest of writers Andrei Sinyavsky and Yuli Daniel, for publishing satirical fiction abroad under pseudonyms, became the movement's founding moment. Their trial in February 1966 treated literary fiction itself as a criminal act of anti-Soviet agitation.
   1. A demonstration in Pushkin Square on 5 December 1965 demanded an open trial and respect for the constitution, a small protest that set the legalist style later dissidents kept using: asking the state to obey its own laws, not overthrow it.
2. Article 70 of the Russian criminal code punished "anti-Soviet agitation and propaganda," while Article 190-1 punished "knowingly false statements" defaming the Soviet system. Broadly worded, both let courts treat writing, petitions, and even private conversation as criminal evidence.

Psychiatric Abuse as a Tool of Control

1. Soviet forensic psychiatrists could declare a dissident not criminally responsible due to mental illness, diagnosing dissent itself as a disorder, most notoriously "sluggish schizophrenia," said to leave a person outwardly rational while concealing hidden pathological beliefs.
   1. Special psychiatric hospitals operated under security, not medical, control, holding patients through isolation, forced medication, and indefinite confinement, a method that avoided a public trial while still silencing critics.
2. Vladimir Bukovsky gathered documentary evidence of this abuse and smuggled it to psychiatrists abroad, building pressure inside international professional bodies against Soviet institutions.

The Moscow Helsinki Group Turned an Agreement Into a Weapon

1. After the USSR signed the Helsinki Final Act in 1975, physicist Yuri Orlov founded the Moscow Helsinki Group in 1976 specifically to measure Soviet practice against the human rights commitments Soviet leaders had just signed.
   1. Sister groups formed in Ukraine, Lithuania, Georgia, and Armenia, sending documented cases to Western governments and journalists. By the early 1980s the authorities had arrested or exiled most of the monitors, but the tactic, holding the state to its own signed word, became the model for later human rights diplomacy.
