Mujahideen Insurgencies: Armed Resistance to Communist Rule

Jihad, ideology and the mujahideen parties

1. Resistance groups described their war against the communist state and Soviet army as jihad. This Islamic language legitimised sacrifice and recruitment, but religious unity did not eliminate underlying political and regional competition among resistance groups.
2. Pakistan recognised seven main Sunni mujahideen parties based in Peshawar, ranging from Islamist organisations to more traditionalist parties. Since foreign patrons rewarded separate parties and commanders individually, this official recognition determined access to weapons, money and training camps.

Commanders and factional rivalry

1. Gulbuddin Hekmatyar led Hizb-i-Islami and received substantial Pakistani support, building a disciplined and strongly Islamist organisation. It also fought rival mujahideen groups directly and failed to build broad national legitimacy.
2. Burhanuddin Rabbani led Jamiat-i-Islami while Ahmad Shah Massoud commanded in the Panjshir, combining mobile warfare with local administration. His Tajik support base and independent networks complicated Pakistani efforts to control the wider resistance.
3. Shia parties operated mainly in Hazarajat with Iranian assistance, and in 1989 several of these groups united within Hizb-i-Wahdat.

Guerrilla war, Soviet response and civilian cost

1. Mujahideen fighters used ambushes, mines and attacks on roads and outposts, tactics suited to Afghanistan's mountain terrain. Local support limited Soviet control to little beyond the towns, and the insurgency avoided dependence on any fixed positions.

1. Soviet forces relied on air power, ground raids and the deliberate depopulation of contested areas, operations that inflicted heavy civilian casualties and displacement. This military pressure never created reliable rural government authority in the areas it targeted.
2. From 1986, the USA supplied Stinger anti-aircraft missiles, increasing the risk to Soviet aircraft and helicopters. Their symbolic importance was large, though the eventual Soviet withdrawal had multiple causes beyond this single weapon.
3. Villages were bombed, fields destroyed and mines widely deployed across the countryside, and millions of Afghans became refugees in Pakistan and Iran. This social cost sustained recruitment for the insurgency even as it fragmented communities.
4. Mujahideen coalitions rarely developed a unified command, and factions fought the communist state while also competing among themselves. Their eventual victory over the Soviet-backed state did not produce any agreement on what should follow it in government.
