The March That Wasn't a Battle: How Mussolini Took Power Through Bluff, Not Force

Squadrismo: Building Fascist Power Outside Parliament

1. Blackshirt squads dismantled the left before 1922: From 1919 onward, Fascist squadre d'azione ("action squads"), funded largely by landowners and industrialists, systematically attacked the organizational infrastructure of the Italian left.
   1. Their targets were not just individuals but institutions: the cooperatives, leagues, and party offices that gave the socialist movement its strength.
2. The scale of the violence: By 1921, squadrismo had killed hundreds of people and destroyed over 200 left-wing organizations, concentrated in the Po Valley and Tuscany, where large agricultural estates made the clash between landowners and socialist farm leagues most acute.
   1. Local police often looked the other way or actively assisted the Fascist squads. Prefects reported the violence to Rome, but successive Liberal governments took no decisive action.
3. Fascism had already won the countryside: By the time Mussolini marched on the capital in October 1922, Fascism was already the dominant political force in large parts of northern and central Italy. The Liberal State had not been defeated militarily. It had already conceded the countryside to Fascist violence.

October 28, 1922: The March on Rome and the King's Decision

1. Mussolini announces the march: On October 24, 1922, at a Fascist Party congress in Naples, Mussolini announced a march on Rome. Four columns of Blackshirts, numbering between 30,000 and 40,000 men, assembled at staging points around the capital.
2. The King refuses martial law: On October 28, the columns began to move. Prime Minister Luigi Facta drew up a royal decree declaring martial law. King Victor Emmanuel III refused to sign it.
   1. The Italian army had 28,000 troops around Rome, far outnumbering the Fascist columns, and military commanders were confident the march could be dispersed.
   2. General Emanuele Pugliese commanded these troops, and heavy rain had already delayed the Fascist columns' movement before the political decision was made.
3. Why the King refused is debated: His reasons include fear that opposing the march might trigger civil war, reports inflating Fascist strength, sympathy for Fascism among elements of the army and royal family, and a possible fear that Mussolini would declare a republic if opposed.
4. Mussolini took a train, not a march: Instead of declaring martial law, the King invited Mussolini to form a government. Mussolini received the telegram in Milan around midnight on October 28-29 and arrived in Rome by overnight train the following morning.
   1. The Blackshirt columns entered Rome only after his appointment was confirmed, staging a triumphal procession through a city that had already capitulated politically.

Planning, Coalition, and the Limits of the October Transfer

1. The planning stayed centralised: the quadrumvirs Italo Balbo, Emilio De Bono, Cesare Maria De Vecchi, and Michele Bianchi coordinated the March on Rome.
2. Mussolini kept an exit open: these four coordinated provincial mobilization while Mussolini himself remained in Milan and preserved the option of escaping into Switzerland if the gamble failed.
3. The columns were militarily weak: they were poorly supplied and exposed to rain, disrupted railways, and the possibility of army resistance.
4. Their credibility rested on political doubt, not firepower: the threat only worked because political leaders doubted whether the state would actually use its superior forces.
5. The king may have had a dynastic motive too: he reportedly feared his cousin, the Duke of Aosta, could replace him if the monarchy split over how to handle Fascism.
6. Conservative politicians misjudged Mussolini: Antonio Salandra and other conservatives explored coalition arrangements, expecting Mussolini to accept a subordinate role in government.
7. Mussolini refused to be junior partner: he rejected offers that gave Fascists only limited ministries and demanded the premiership for himself.
8. The first cabinet was still a coalition: it included Nationalists, Liberals, Popular Party ministers, and military figures, with Fascists in the minority.
9. This composition mattered: it shows the October transfer of power did not immediately create a one-party dictatorship.
10. The armed movement did not disappear: Fascist violence continued after the appointment, reminding coalition partners that Mussolini still commanded forces outside parliament.
11. The failed August 1922 general strike had already primed opinion: its collapse let Fascists claim that squads, not the state, could guarantee order.
12. Opposition parties could not coordinate: Socialists, Communists, Catholics, and anti-Fascist Liberals remained divided and produced no common response to the crisis.
13. A balanced judgement: treats the King's decision as the immediate cause of the transfer of power while recognising that two years of squad violence had already created the conditions for it.

The Legend of the March: Myth-Making and Fascist Propaganda

1. Reality vs. myth: The reality of October 28, 1922 was prosaic: a nervous king caved to a political threat, and a future dictator took a train. This was not the story Fascism told.
   1. Official histories, films, paintings, and annual commemorations portrayed the March on Rome as a heroic revolutionary act, a moment when thousands of dedicated Fascists stormed the capital and seized power for Italy.
2. The myth served political functions: It framed Mussolini's appointment not as a political concession granted by a king but as a conquest earned by the movement, created a founding narrative of Fascist heroism and sacrifice, and justified the subsequent destruction of opposition as merely the continuation of a legitimate revolution.
3. The myth was fragile but unchallengeable: Anyone who had been in Rome in October 1922 knew the Blackshirts had arrived after the appointment, not before. But in a system that increasingly controlled the press and punished dissent, the gap between reality and propaganda was not publicly discussable.

The First Measures After Appointment

1. Emergency powers: Parliament granted Mussolini full powers for one year in November 1922.
   1. Vote of confidence: Deputies approved his government by 306 votes to 116.
   2. Intimidating setting: Blackshirts surrounded institutions while Mussolini warned he could turn parliament into a camp.
   3. Institutional surrender: Legal votes transferred authority under conditions shaped by coercion.
2. Party and state began to merge: Mussolini converted movement violence into institutions controlled from Rome.
   1. Grand Council: The Fascist Grand Council was created in December 1922 to direct party policy.
   2. MVSN: The Voluntary Militia for National Security placed Blackshirt formations on the state payroll in January 1923.
   3. Centralization: These measures reduced the independence of local ras while preserving their coercive value.
