The Use of Force: Reunification, Terror, and the Laogai

The Reunification of Tibet, 1950 to 1951

1. The Chinese Communist Party feared that regional and religious diversity within China's vast territory could seriously weaken central authority if left unaddressed.
2. Religion posed a particular threat to communist control specifically because it fuelled organised resistance to centralised, atheist communist authority in several outlying regions.
3. To secure China's borders and eliminate these regional threats, People's Liberation Army units were sent on a series of reunification campaigns into the west and south of the country.
4. In October 1950, PLA forces entered Tibet, a region with a distinctly different ethnic, cultural, and religious identity from the Chinese majority.
5. Tibetan Buddhists identified closely with the spiritual authority of their leader, the Dalai Lama, giving Tibetan resistance a distinctly religious as well as political character.
6. Around 60,000 Tibetans fought to defend their region's autonomy but lacked the weapons and training to match the PLA, which secured full control within just six months.
7. This military conquest marked the beginning of a sustained regime of terror and suppression across Tibet that continued for decades afterward.

Xinjiang and the Consolidation of Territory

1. PLA invasion forces acted with similarly severe brutality in Xinjiang, a distant western province home to a large Muslim Uighur population.
2. The Communist Party feared Xinjiang could fall under Soviet influence or develop into a separatist movement, potentially supported by neighbouring Muslim states.

The Three-Anti and Five-Anti Campaigns

2. By 1952, this campaign had expanded into the five-anti campaign, targeting industrial sabotage, tax evasion, bribery, fraud, and theft of government property specifically among the middle class.
3. As part of these mass mobilisation campaigns, Mao formally declared reactionaries and counter-revolutionaries to be direct enemies of the state.
4. Mao justified this expanding use of force by declaring that strengthening the people's army, police, and courts was necessary to safeguard national defence and protect popular interests.
5. Everyday cultural life came under sustained attack during this period, with English condemned as the language of foreign exploitation and jazz music formally banned.
6. Hundreds of thousands of books were burned during this campaign for representing what officials described as reminders of China's feudal past.

The Campaign to Suppress Counterrevolutionaries

1. Launched in 1950 and running through 1953, the Campaign to Suppress Counterrevolutionaries targeted former Guomindang officials, landlords, and religious or secret-society leaders identified as potential threats to the new regime.
2. Estimates of the number executed during this campaign vary considerably across sources, ranging from the hundreds of thousands to over a million.
3. The campaign was used deliberately to eliminate any organised capacity for resistance during the People's Republic's earliest and most vulnerable years.
4. This early, large-scale use of lethal force set an important precedent for how the regime would respond to perceived internal threats throughout the remainder of Mao's rule.

Class Labels and a Nation of Informers

1. The Communist Party relied on an inherited household registration system, originally begun by the Nationalists, to identify and track potential enemies of the new regime.
2. Every individual received a formal class label, ranked good, middle, or bad based on assessed loyalty to the Party, described in more detail in the legal methods article elsewhere in this unit.
3. Local Party officials transformed China into a nation of mutual informers, with neighbours, friends, and even children encouraged to denounce one another to demonstrate their own loyalty.
4. Every street received officially appointed watchers responsible for reporting suspicious behaviour directly to Party authorities.
5. Vulnerable groups including paupers, beggars, refugees, and the unemployed were specifically targeted as threats to the revolution and drains on state resources.
6. According to archival evidence, roughly 4,600 homeless people in Beijing alone had been sent to re-education centres and government reformatories by the end of 1949.

1. Regional variation in execution rates was significant, with areas experiencing greater Guomindang or landlord resistance during the civil war generally seeing higher levels of post-1949 retribution.

The Laogai and Mass Killings

1. A vast network of forced labour camps, known collectively as the laogai, operated across the most remote parts of China, modelled directly on the Soviet gulag system.
2. By 1955, the number of prisoners held in these camps had reached approximately 2 million, with nine out of ten classified specifically as political prisoners.
3. Ordinary judicial procedures, including presenting evidence and ensuring a fair trial, were routinely dispensed with entirely, allowing people to disappear into the camp system without any formal trial at all.
4. Conditions within the laogai camps were extremely harsh, with torture and chronic hunger reported as common features of daily prisoner life.
5. The average number of prisoners held in these camps throughout Mao's entire time in office reached approximately 10 million people at any given moment.
6. Historians estimate that approximately 25 million people died within the laogai camp system across the full duration of Mao's rule.
7. In cities including Shanghai and Guangzhou, the Communist Party launched violent killing campaigns specifically targeting organised crime gangs and triads, executing approximately 90,000 people.
8. Mao personally issued execution quotas specifying how many people per thousand should be killed, and many local Party cadres competed to meet or exceed these official targets.
9. Even using the lowest available estimates, the resulting national killing rate reached approximately 1.2 executions per thousand people during this early period of consolidation.

Violence and Land Reform

1. Land reform, though genuinely popular among many peasants who received property for the first time, also involved extensive organised violence against China's landlord class.
2. Speak bitterness campaigns were specifically used to publicly humiliate, punish, and ultimately eliminate landlords as an entire social class across rural China.
3. Historians estimate that between 2 and 3 million landlords were killed during this process as feudal social structures came under sustained, often lethal, attack.
4. Once land had been distributed to peasant families, it was rapidly pooled again into cooperatives from 1953 onward, giving peasants ownership of their land in name only.
5. Villagers who resisted this rapid collectivisation process were formally labelled class enemies, exposing them to the same violent consequences already inflicted on the original landlord class.
6. This same cooperative system made it significantly easier for the Party to requisition grain and establish direct state control over China's rural food supply.
7. Intensifying state demands for grain contributed directly to widespread hunger and localised famine even in this relatively early period of Communist rule, before the far larger famine described elsewhere in this unit.

Continued Resistance in Tibet

1. The military conquest of Tibet in 1950 and 1951 was followed by continued low-level resistance that periodically erupted into open uprising over the following decades.
2. A major Tibetan uprising in 1959 was crushed by the PLA with significant further loss of life, ultimately forcing the Dalai Lama into permanent exile in India.
3. This 1959 uprising and its suppression showed that the initial 1950 conquest had not resolved underlying Tibetan resistance but had merely delayed its next major expression.
4. Continued Chinese military and administrative presence in Tibet throughout Mao's rule required ongoing, resource-intensive security operations well beyond the initial invasion described earlier in this article.
5. This sustained, multi-decade pattern of resistance and suppression in Tibet illustrates how the use of force in Mao's China was rarely a single decisive event but an ongoing process requiring continuous reapplication.

Struggle Sessions as a Recurring Technique

5. This continuity in method across decades shows how techniques of coercive force developed in Mao's earliest years in power remained central tools throughout his entire subsequent rule.

Historiographical Debate: Necessary Consolidation or Mass Atrocity?

Public Security and the Mass Mobilisation of Violence

1. The Ministry of Public Security oversaw a nationwide policing apparatus, but the regime went well beyond professional police in enforcing its authority.
2. Ordinary citizens were actively mobilised as enforcers, encouraged and sometimes required to participate directly in denouncing, monitoring, and punishing their own neighbours and colleagues.
3. This deliberate blurring of the line between formal state violence and mass civilian participation extended coercive control far beyond what any professional security force alone could have achieved.
4. This pattern of mobilising ordinary people as instruments of state violence recurred throughout Mao's rule, from land reform violence in the early 1950s through to the Red Guards of the Cultural Revolution.
