When a Constitutional Crisis Drew In US Troops

Dictatorship and Political Transition

1. Rafael Trujillo dominated the Dominican Republic from 1930 to 1961. His regime relied on the armed forces, surveillance, violence, patronage, and personal control of the economy.
2. Trujillo was assassinated on 30 May 1961. His death opened a struggle over whether the dictatorship would be reformed, restored, or replaced.
3. The United States supported a controlled transition. Washington wanted to remove the most discredited features of Trujillismo without creating revolutionary instability.
4. Juan Bosch won the December 1962 election. He became the first democratically elected president after the dictatorship.
5. Bosch introduced a new constitution in April 1963. It strengthened civil liberties, labour rights, civilian government, and limits on landholding.
6. Conservative groups opposed Bosch. Military officers, business interests, landowners, and Church leaders feared reform and alleged communist influence.
7. A coup removed Bosch in September 1963. A civilian triumvirate backed by the military replaced constitutional government.

The April Revolution

1. Discontent with the triumvirate widened. Economic difficulty, corruption, repression, and the absence of electoral legitimacy weakened the government.
2. Constitutionalist officers rebelled on 24 April 1965. They sought Bosch's return and restoration of the 1963 constitution.
3. Civilians joined the uprising. Workers, students, neighbourhood groups, and political activists armed themselves in Santo Domingo.
4. Colonel Francisco Caamaño emerged as a leader. He became the central political and military figure of the constitutionalist movement.
5. Loyalist forces opposed the rebellion. General Elías Wessin y Wessin led military units determined to prevent Bosch's restoration.
6. The Dominican armed forces divided. Competing commands and rapid popular mobilisation turned a coup attempt into civil war.
7. The constitutionalists gained much of the capital. Their success increased US concern that established military authority might collapse.

Johnson's Decision to Intervene

1. Lyndon Johnson ordered US forces to land on 28 April 1965. The initial public justification focused on protecting and evacuating foreign nationals.
2. Operation Power Pack expanded rapidly. More than 20,000 US troops eventually entered the Dominican Republic.
3. Johnson feared a second Cuba. Advisers warned that communists might capture or redirect the constitutionalist movement.
4. Evidence of communist control was uncertain. Left-wing organisations participated, but the movement included Bosch supporters, nationalists, soldiers, liberals, and other civilians.
5. Vietnam shaped presidential thinking. Johnson believed that failure to act decisively could damage US credibility in several regions.
6. Memories of the Bay of Pigs also mattered. The administration did not want to appear hesitant while a friendly state seemed vulnerable.
7. The decision prioritised prevention over proof. Intervention occurred before the political character and likely outcome of the revolution were clear.

Military Occupation and the Security Zone

1. US troops established a security corridor. It linked the airport, embassy, evacuation sites, and positions across Santo Domingo.
2. The corridor divided the city. It restricted constitutionalist movement and prevented their forces from consolidating control.
3. Fighting continued despite mediation. Urban combat, sniper fire, artillery, and shortages affected civilians as well as combatants.
4. US forces claimed neutrality. Operationally, their presence limited the constitutionalists more than the loyalist military.
5. Humanitarian conditions deteriorated. Food, water, sanitation, medical care, and safe movement became serious concerns.
6. Casualty estimates vary. Thousands of Dominicans were killed or wounded, while US forces also suffered losses.
7. The occupation changed the balance of power. A constitutionalist military victory became impossible once the United States controlled key routes and supplied overwhelming force.

The OAS and Inter-American Force

1. The United States sought regional legitimacy. Unilateral intervention had produced criticism across Latin America and at the United Nations.
2. The OAS created an Inter-American Peace Force in May 1965. Brazil provided the largest non-US contingent and commanded the force.
3. Several governments contributed small units. Paraguay, Nicaragua, Costa Rica, Honduras, and El Salvador participated in different forms.
4. Other states opposed the intervention. Mexico, Chile, Uruguay, and others criticised violations of sovereignty and non-intervention.
5. The regional force did not erase US dominance. American troops, logistics, intelligence, and decision-making remained central.
6. OAS involvement nevertheless mattered diplomatically. It converted an overt US occupation into a formally collective operation.
7. The episode exposed institutional inequality. Collective security could provide mediation while also legitimising the preferences of the hemisphere's strongest state.

Settlement and the 1966 Election

1. Negotiations produced the Act of Dominican Reconciliation. The agreement established a provisional government and plans for elections.
2. Héctor García-Godoy became provisional president. His administration faced the difficult task of demobilisation, security, and political transition.
3. Constitutionalist and loyalist forces retained deep mistrust. Violence and intimidation continued during the transition.
4. Juan Bosch returned as a candidate in 1966. He campaigned under conditions shaped by occupation and fear of renewed conflict.
5. Joaquín Balaguer represented conservative continuity. A former Trujillo official, he presented himself as an anti-communist guarantor of order.
6. Balaguer won the June 1966 election. Bosch and his supporters argued that military pressure and political violence distorted the contest.
7. US forces withdrew by September 1966. The intervention ended after a government acceptable to Washington had taken office.

Consequences for the Dominican Republic and the Americas

1. Balaguer remained dominant for twelve years. His governments combined elections, infrastructure spending, clientelism, and repression.
2. The constitutionalist project was defeated. Bosch was not restored, and the reformist 1963 constitutional order did not return in its original form.
3. The armed forces retained political influence. Intervention prevented their complete defeat and preserved conservative institutions.
4. US-Dominican relations became more dependent. Economic aid and political support helped stabilise the post-intervention government.
5. Regional trust declined. Many Latin Americans saw the intervention as a revival of gunboat diplomacy under Cold War language.
6. The Johnson Doctrine emerged. Washington claimed a right to prevent a communist takeover in the hemisphere, even within an internal political conflict.
7. The precedent extended beyond one country. It showed that flexible response could include direct military occupation when reform and covert tools seemed insufficient.

Congressional Dissent and the OAS Legal Controversy

1. Senator J. William Fulbright challenged Johnson's justification in 1965 Senate hearings, arguing the administration exaggerated communist involvement in the April Revolution to justify military intervention.
2. Johnson's initial public rationale emphasised protecting American lives. Only after criticism did officials shift toward warning of a communist takeover, a claim Fulbright and other senators found unsupported by evidence.
3. Around 42,000 US troops were eventually deployed, the largest US military intervention in Latin America since the 1920s occupations.
4. Chile and Mexico opposed the intervention at the OAS, arguing that unilateral US military action, later given multilateral cover, violated the non-intervention principle central to the inter-American system.
5. The Inter-American Peace Force was assembled only after US troops had already landed, so its retroactive multinational cover set a precedent for collectively legitimising interventions decided in Washington.
6. Juan Bosch later wrote extensively about the intervention, framing the April uprising as a genuine constitutionalist restoration led by reformers rather than communists.
7. The pattern of citing communist infiltration to justify military action against a Caribbean government reappeared, more elaborately, in the 1983 US invasion of Grenada.
8. The Mann Doctrine articulated by Assistant Secretary of State Thomas Mann in 1964, shifted US policy toward prioritising stability and anti-communism over consistent democracy promotion, providing the ideological backdrop for the 1965 decision.
9. Around 3,000 Dominicans were killed during the fighting and occupation, while US forces suffered a far smaller number of fatalities.
10. Cuba's government condemned the intervention as imperialist aggression, using it as evidence for its broader critique of US policy across Latin America.
11. The Dominican Communist Party was small and marginal, but US officials repeatedly cited its presence within the constitutionalist coalition as evidence of a wider communist threat.
12. Ambassador W. Tapley Bennett's alarmist early cables warning of a communist takeover shaped Washington's initial decision-making before more measured assessments arrived.
13. John Bartlow Martin , a former US ambassador to the Dominican Republic, later wrote a detailed account that challenged the official rationale for intervention.
14. The OAS vote authorising the Inter-American Peace Force passed narrowly, with several member states abstaining or voting against it.
15. Eduardo Frei's government in Chile, though a close US ally and Alliance for Progress partner, publicly criticised the unilateral nature of the initial intervention.
16. Piero Gleijeses's research drew on newly available archives decades later to challenge the official communist-threat narrative used to justify the intervention.
17. US economic aid to the Dominican Republic increased substantially after 1965, a pattern common in countries where Washington had shaped the political outcome directly.

Historical Interpretations and Judgment

1. Abraham Lowenthal emphasises intervention dynamics. He examines how US assumptions and bureaucratic processes transformed a local crisis into military occupation.

1. Stephen Rabe foregrounds Cold War distortion. He argues that fear of communism led Washington to suppress constitutional and reformist possibilities.
2. Piero Gleijeses stresses Dominican political complexity. His work challenges claims that the constitutionalist movement was simply controlled by communists.
3. Traditional accounts defend preventive action. They argue that uncertainty and the Cuban precedent made delay dangerously risky.
4. Revisionist accounts emphasise sovereignty. They interpret intervention as protection of US dominance and conservative order rather than Dominican democracy.
5. The outcome supports a mixed judgment. The intervention stopped civil war from developing further but did so by deciding the political balance through foreign force.
6. Its significance was hemispheric. The operation revealed the limits of Alliance for Progress rhetoric and the priority given to anti-communist stability.
