Social Factors: A Society Unready for Democracy

A Nation of Reluctant Republicans

1. The democratic era of twentieth-century German history was brought in by many of the same individuals and interests who would later oversee its decline, rather than by a long popular struggle for democracy as in Britain or France.
2. Historian Hugo Preuss, a principal author of the Weimar constitution, warned in 1919 that Germans could not shake off their old political timidity and deference to the authoritarian state.
3. This meant the new republic was staffed and defended, at best, by Vernunftrepublikaner, reluctant republicans who accepted democracy only as a matter of practical reasoning rather than genuine conviction.
4. At worst, key institutions such as the judiciary and the military remained openly hostile or indifferent to the survival of the system they were nominally serving.

Defeat, Betrayal, and the November Criminals

1. German military leaders later claimed defeat in 1918 was a stab in the back by internal enemies, even though no Allied armies actually occupied German soil at the time of the armistice.
