Internal Opposition: The Failure of Organised Resistance

Total Terror as the Regime's Answer to Opposition

1. Historian Hannah Arendt argued that the essence of totalitarian government was total terror, the instrument used to crush opposition and enforce obedience across every part of society.
2. The Nazi state combined brute force, extensive propaganda across radio, print, and film, control over education, and social programmes such as Strength Through Joy, all working together to win acceptance rather than relying on coercion alone.
3. Historian Frank McDonough estimated that fewer than 1 percent of Germans engaged in active opposition to the regime at any point.
4. McDonough described the resulting climate among potential resisters as tepid neutrality, a fear of punishment that kept most Germans passively compliant rather than actively hostile.

The Gestapo's Apparatus of Terror

1. In April 1933 Hermann Göring created the Gestapo, the secret state police, by transforming the existing Prussian political police and headquartering it in Berlin.
2. Historian Gerald Reitlinger noted the irony that the Gestapo was the direct successor of a political police force created under the 1919 Weimar constitution, conceived in fear of Bolshevism and Freikorps anarchy alike, essentially an instrument waiting for a dictator to seize.
3. There was striking continuity in personnel: in late 1938 all but 10 to 15 out of every 100 Gestapo officers in Coblenz had originally joined the police under the Weimar Republic.
4. At its peak the Gestapo employed just 30,000 officers, a remarkably small number that relied heavily on a culture of citizen denunciation, with ordinary Germans informing on supposed enemies of the state, often to settle personal scores.

The Destruction of the KPD

1. By late 1932 the KPD had won almost 6 million votes and counted around 360,000 members, making it a genuinely mass political organisation on the eve of Hitler's appointment.
2. The arrest of KPD leader Ernst Thälmann and top cadres in March 1933, followed by further waves of arrests, destroyed the party's national organisation with astonishing speed.

The Comintern's Belated Popular Front

1. By August 1935 the failure of Nazi Germany to collapse on its own forced a rethink in Moscow, where the Comintern dropped its earlier hostility toward the SPD as supposed social fascists and called for a popular front uniting all anti-fascist forces.
2. This shift came too late to matter, since the KPD's internal structure inside Germany was already shattered, and any resulting cooperation happened mainly at emigre meetings in foreign capitals rather than inside the Reich itself.
3. The 1936 Spanish Civil War distracted many exiled German communists by offering a chance to fight fascism abroad rather than organise resistance at home.
4. The August 1939 Molotov-Ribbentrop Pact left KPD members bewildered, since their Nazi enemy had just signed a non-aggression agreement with the Soviet Union they had been asked to defend.

The SPD in Exile

1. The SPD had roughly 1 million members and performed well in both the 1932 and March 1933 elections, and its Reichstag deputies who managed to attend the Enabling Bill debate were the only ones to vote against it.
2. By June 1933 the party was formally banned, its funds seized, and its leadership forced into exile, first to Prague, then Paris, and finally, from 1940 to 1945, London.
3. A despairing 1937 SOPADE report summarised the general situation candidly, noting that the number of Germans consciously criticising the regime's political objectives was very small, and that most would be astonished and horrified if told their minor complaints threatened the Third Reich's foundations.
4. From exile the SPD distributed news-sheets and anti-Nazi leaflets, while small underground groups inside Germany such as Der Rote Stosstrupp produced propaganda, though the Gestapo had arrested and shut down most such groups by 1938.

Why Left-Wing Resistance Failed

1. Gestapo efficiency was only part of the reason left-wing resistance failed to gain traction, since material improvements in ordinary workers' lives through the mid-to-late 1930s genuinely reduced their appetite for dangerous underground activity.
2. Isolated meetings in bars and private homes posed no real threat to the regime, and the secrecy needed to avoid arrest itself prevented any serious resistance from ever building real momentum.
3. The KPD's later reputation for heroic resistance, especially prominent in postwar East German historical writing, has been challenged by historians as significantly overstated relative to its actual wartime impact.
4. Both major left-wing parties, weakened by decades of mutual distrust between the KPD and SPD, proved structurally unable to translate their large prewar membership into effective clandestine organisation once outlawed.

The Military's Uneasy Alliance

1. The German army never fully committed to defending the Weimar Republic, standing largely on the sidelines between 1930 and 1933 before swearing a personal oath of loyalty to Hitler as Führer in August 1934.
2. Nazi promises to reject the Versailles Treaty's military restrictions, combined with the removal of Ernst Röhm's rival SA in 1934, bought the army's early support and cooperation.

2. Both men were destroyed by Nazi-orchestrated scandals in 1938: Blomberg resigned after police revealed his new wife's past links to prostitution, and Fritsch resigned over fabricated charges of homosexuality, despite a subsequent trial finding no evidence.
3. With both senior critics removed, Hitler assumed supreme command of the armed forces directly, while most professional officers, bound by their personal oath, refused to act against him regardless of private doubts.
4. This episode shows the regime pre-emptively neutralising internal military criticism through manufactured scandal rather than waiting for that criticism to develop into organised resistance.

Beck, Goerdeler, and the Road to Valkyrie

1. General Ludwig Beck, worried that war over the Sudetenland in 1938 would prove catastrophic, assembled a group of conspirators and even contacted British Prime Minister Neville Chamberlain, though Chamberlain's policy of appeasement made any coup impractical at the time.
2. Beck continued plotting alongside Friedrich Goerdeler, a conservative politician disillusioned with the regime, building a network of military and conservative supporters through the early 1940s.
3. Mobilising resistance during a winning war proved genuinely difficult, since military success bred loyalty and discouraged undermining the nation during what felt like a national crisis; only after major defeats on the Eastern Front from 1943 did the group attract wider support.
4. Working alongside Beck and Goerdeler were Abwehr military intelligence figures Admiral Canaris and Hans Oster, and the Kreisau Circle led by Helmuth James von Moltke, together planning to remove Hitler between 1942 and 1944, culminating in the failed Operation Valkyrie of July 1944.

Historiography: Why Did Organised Resistance Fail?

Comparing Internal Opposition Across Case Studies

1. The pattern of organised opposition being crushed quickly and comprehensively recurs, in different forms, across this unit's case studies.

The SPD's Small Underground Groups

Six Failed Attempts Before Valkyrie
