Vichy Persecuted Jews and Other Minorities Beyond What Germany Demanded

This article explains how Vichy enacted its own antisemitic legislation, carried out the deportation of French Jews through its own police, and interned other marginalised groups.

Vichy's Antisemitic Legislation

Vichy enacted its own antisemitic laws before Germany demanded them. The first Statut des Juifs (3 October 1940) defined "Jews" by racial criteria and excluded them from the civil service, the army, teaching, journalism, film and theatre. A second Statut (June 1941) extended exclusions to commerce and industry and imposed a 2 per cent quota on Jewish students in secondary schools and universities.
Foreign-born Jews were interned even before deportations began. The Law on the Status of Foreigners (July 1940) targeted the roughly 40 per cent of French Jews who were foreign-born refugees, mainly from Eastern Europe, interning them in camps such as Gurs, Rivesaltes and Les Milles in the unoccupied zone, where conditions were severe and mortality high.

The Vel' d'Hiv' Roundup and Deportations

French police, not German troops, carried out the largest single roundup of Jews in France. On 16-17 July 1942, 9,000 French police officers arrested 13,152 Jews, including 4,115 children, holding them in the Vélodrome d'Hiver in severe overcrowding and heat for several days before transport to the transit camp at Drancy and deportation to Auschwitz-Birkenau.
Vichy exceeded German demands in the roundup. Germany had requested 22,000 Jewish adults, but French police chief René Bousquet volunteered to include children in the deportations unprompted, a detail later confirmed by post-war trials and declassified documents.

Drancy Transit Camp

Drancy, a housing project northeast of Paris, was used as a transit camp for Jews awaiting deportation from August 1941. Over 67,000 Jews passed through Drancy before being deported to death camps, primarily Auschwitz.
The camp was administered by French police until July 1943, when the SS took direct control. Conditions were severe: overcrowding, malnutrition, poor sanitation, and the constant fear of deportation.
After the Liberation, Drancy became briefly a detention camp for collaborators before being returned to its original purpose as a housing estate. A memorial was established there in 1977.
