Production, Not Just Strategy, Decided the War

Material Superiority as the Foundation of Victory

1. Total industrial output diverged sharply between the two sides by 1944. The Allied powers produced more steel, more aircraft, more tanks, more ships, and more ammunition than the Axis combined.
   1. This advantage still required decisions about how to deploy scarce resources, made under extreme wartime pressure on both sides.

The United States: Converting Peacetime Industry to War

1. The US economy shifted from Depression-era stagnation to full war production within three years. In 1939 American unemployment stood at 14 per cent. By 1945 real GDP had grown 75 per cent and unemployment had fallen to 1 per cent as 12 million Americans entered military service and millions more entered war industries.
2. Civilian industry converted rapidly and systematically to military production. Automobile factories stopped producing cars and began producing tanks and aircraft. The Ford Willow Run plant in Michigan turned out a B-24 Liberator bomber every 63 minutes at peak output.
   1. Who ran the conversion: the federal War Production Board directed industrial conversion and allocated scarce materials from 1942, while shipbuilder Henry Kaiser applied prefabrication and welding techniques from civil engineering to slash the time needed to build a cargo ship.
   2. Shipyards adopted prefabrication and assembly-line methods, cutting the build time of a Liberty cargo ship from months in 1940 to under five days by 1943.

Lend-Lease: Supplying the Alliance

1. The Lend-Lease Act (11 March 1941) committed US industry to supplying the Allies before America entered the war. Roosevelt's legislation allowed the US to supply any nation whose defence was deemed vital to US security, with goods notionally "lent" rather than given outright. In practice almost nothing was returned.
2. Lend-Lease aid reached both Britain and the USSR on a massive scale, though unevenly. Britain received approximately $31 billion in supplies covering food, aircraft, weapons, and industrial equipment. The Soviet Union received $11 billion, including over 400,000 jeeps and trucks that motorised the Red Army's logistics, 14,000 aircraft, and millions of tons of food.
   1. Without US food shipments, Soviet grain production, disrupted by the German occupation of Ukraine, could not have sustained the Red Army and the urban population at the same time.
3. Lend-Lease was both an economic and a political factor. It supplied materials the Allies could not produce themselves, but it also signalled US commitment to the Allied cause before Pearl Harbor and built Anglo-American trust. Stalin publicly minimised its importance and Soviet historians underplayed it throughout the Cold War, though Khrushchev later admitted the USSR could not have won without it.

The British Empire and Commonwealth War Economy

1. Mobilising a smaller industrial base: Britain mobilised labour, rationed consumption, and directed investment toward war production from 1939, with the Ministry of Aircraft Production coordinating a rapid rise in fighter and bomber output and repair systems that returned damaged aircraft to service fast enough to sustain the Battle of Britain.
2. Why the Empire mattered: Britain depended on imported food, oil, and raw materials shipped across the Atlantic, which the Commonwealth helped supply directly: Canada built major aircraft, vehicle, and munitions industries and trained Allied aircrews, while India contributed soldiers, goods, taxes, and strategic bases across the Middle East and Asia.
   1. American aid allowed Britain to sustain a war effort beyond what its own finances could support, making convoy protection across the Atlantic an economic necessity as much as a military one.

Soviet Industrial Relocation: The Ural Factor

1. Germany's 1941 advance threatened to overrun the USSR's most productive industrial regions. Stalin's government ordered the immediate dismantling and eastward relocation of factories in Ukraine, the Donbas, and western Russia. Between June 1941 and December 1942 over 1,500 factories were moved east of the Ural Mountains and reassembled in new industrial cities in Siberia and Kazakhstan.
2. Relocation was carried out under brutal conditions but succeeded strategically. Workers dismantled machinery under air attack, loaded it onto trains, and reassembled it in unheated buildings in temperatures of minus 40 degrees. Some factories were producing weapons within weeks of arriving.
   1. Soviet planners deliberately concentrated on a limited range of robust weapons that could be mass-produced with unskilled labour, and the T-34 tank's design, combining armour, mobility, and simplicity, was suited to exactly that kind of manufacture.
   2. The Ural Tank Factory in Chelyabinsk became the largest tank production facility in the world, producing more T-34 tanks than all German tank factories combined by 1943.

German Economic Weaknesses

1. Germany delayed full economic mobilisation because it expected a short war. Hitler and his economic advisers did not convert the economy fully to war production until Albert Speer became Armaments Minister in February 1942. Before then, consumer goods production continued alongside weapons manufacture, unlike in Britain, the USSR, or eventually the USA.
   1. A resource base built on substitutes: Germany lacked secure domestic supplies of oil and rubber, relying on synthetic fuel, synthetic rubber, imports from Romania, and captured stocks, while competing armed services and party agencies placed overlapping orders that left German industry building too many weapon models to maintain and supply efficiently.
2. Allied strategic bombing compounded Germany's structural weaknesses from 1943. RAF Bomber Command and the USAAF's 8th Air Force conducted a sustained campaign against German cities and industrial targets. The oil campaign of 1944 cut German synthetic oil production by 90 per cent at its peak, grounding the Luftwaffe and immobilising much of the Panzer force.
   1. Railway disruption also reduced the flow of coal and raw materials to steel works and arms factories, compounding the effect of the oil campaign.

Occupation, Exploitation, and Forced Labour

1. Extraction over cooperation: Germany extracted food, raw materials, machinery, and labour from occupied Europe, and occupation sometimes added real industrial capacity, especially after the seizure of Czech armaments factories, but resistance, sabotage, and transport demands reduced the value of what was conquered.
2. Racial policy undermined the economy it was supposed to serve: millions of foreign civilians and prisoners of war worked under coercion inside the German war economy, and the concentration camp system supplied forced labour to construction, mining, armaments production, and underground factories. Racial policy encouraged destructive exploitation instead of stable economic cooperation, and forced workers faced poor food, violence, and dangerous conditions that reduced their health, skill, and productivity.
   1. Coercion expanded the German wartime workforce on paper, but it could not substitute for the skilled, motivated labour force the Allied economies retained.
