Afghanistan's destruction: War weakened livelihoods, infrastructure and state authority

Agricultural and infrastructure collapse

1. War damaged irrigation systems, orchards, livestock and seed supplies, and farmers abandoned land in heavily contested areas rather than risk cultivating it. Reduced agricultural production increased dependence on aid and cross-border trade.
2. Roads, bridges, power systems and public buildings were destroyed or simply neglected throughout the war, and transport insecurity raised the cost of moving food and goods. Rural displacement pushed increasing numbers of people toward the cities in search of safety and work.
3. Kabul and the garrison towns depended heavily on Soviet assistance and state employment throughout the occupation. The end of Soviet aid after 1989 exposed just how fragile this wartime urban economy had really been.

War economy, aid and displacement

1. The Kabul government relied on Soviet fuel, food, weapons and finance, while mujahideen parties depended in turn on foreign military and humanitarian support. External resources on both sides sustained the war while distorting local political accountability.
2. Afghan refugees entered labour markets in Pakistan and Iran, and the remittances they sent home supported families and built new cross-border commercial networks. This displacement created economic ties that survived long after refugees eventually returned.
3. Conflict and weak regulation encouraged a sharp expansion of opium cultivation, with armed groups and traders profiting from weak enforcement while local commanders taxed production and transport to finance their networks. This drug economy later complicated both reconstruction and state-building.

Environmental damage and uneven reconstruction

1. Timber extraction increased in insecure eastern regions where state oversight had collapsed, and the resulting deforestation damaged soils and local livelihoods well beyond the areas directly logged.
2. Periods of drought interacted with war damage and displacement to compound rural hardship, and communities whose assets had already been weakened by fighting were far less able to withstand poor harvests. Environmental pressure in Afghanistan cannot be separated from the political insecurity that accompanied it.
3. Landmines made fields, paths and grazing areas dangerous across large parts of the country, and fear of unexploded devices delayed refugee return and the resumption of cultivation for years. Environmental damage of this kind produced long-term economic exclusion for affected communities.
4. Reconstruction aid often concentrated near accessible towns and favoured networks with existing connections, leaving remote communities with far less sustained investment. This regional inequality reinforced distrust of central authority, and reconstruction remained constrained by continuing conflict and weak institutions.
