A Test Case for Hemispheric Solidarity

Cuba and the Inter-American System

1. The Cuban Revolution challenged established diplomacy after 1959. It rejected political and economic dependence on the United States while claiming a sovereign right to social revolution.
2. Washington sought regional rather than purely unilateral action. Using the Organization of American States gave pressure on Cuba an appearance of collective legitimacy.
3. Cuban nationalisation sharpened the dispute. US property losses, the sugar quota, and trade restrictions transformed political tension into an economic confrontation.
4. Cuba moved closer to the Soviet Union. Trade, oil, weapons, and diplomatic protection reduced the effect of US pressure.
5. Latin American governments faced competing principles. They had to weigh non-intervention and sovereignty against collective security and anti-communism.
6. Domestic politics influenced foreign policy. Military pressure, party competition, public opinion, and economic dependence shaped each government's stance.
7. Diplomacy therefore became a regional test. Relations with Cuba revealed wider disagreements about US leadership and the meaning of inter-American cooperation.

OAS Exclusion and Sanctions

1. The Punta del Este meeting opened in January 1962. The United States pressed for Cuba's exclusion from participation in the inter-American system.
2. The final resolution declared Marxism-Leninism incompatible with the OAS. Cuba was excluded from participation, though it was not formally expelled from every treaty obligation.
3. Mexico opposed exclusion on legal grounds. Its government argued that the OAS Charter did not authorise removal because of a state's ideology.
4. Six other governments abstained. Argentina, Bolivia, Brazil, Chile, Ecuador, and Mexico showed that Washington had not achieved complete consensus.
5. Political pressure followed in several states. The Argentine military forced President Arturo Frondizi from office after controversy over his contacts with Cuba.
6. The OAS imposed wider sanctions in 1964. Most members severed diplomatic and economic relations after allegations of Cuban intervention in Venezuela.
7. Mexico remained the principal diplomatic exception. Its continued relationship preserved a channel between Cuba and the hemisphere.

Different National Responses

1. Mexico combined principle and national interest. Maintaining relations reinforced its revolutionary identity and demonstrated limited independence from Washington.
2. Venezuela adopted a firm anti-Castro stance. Rómulo Betancourt opposed Cuban aid to armed groups and defended elected civilian government against dictatorships.
3. Brazil's policy shifted sharply. Independent diplomacy under Jânio Quadros and João Goulart gave way to anti-communist alignment after the 1964 military coup.
4. Chile preserved relations until 1964. Its competitive political system included influential left-wing parties sympathetic to Cuba.
5. Argentina's diplomacy was constrained by the armed forces. Frondizi's attempt to balance US relations and regional independence contributed to his removal.
6. Caribbean governments feared proximity and subversion. Security concerns were especially intense where domestic opposition or social inequality already threatened stability.
7. No single regional response existed. National institutions and local conflicts mattered as much as superpower pressure.

The Missile Crisis and Regional Diplomacy

1. The Cuban Missile Crisis began publicly in October 1962. US reconnaissance revealed Soviet nuclear missiles under construction in Cuba.
2. Kennedy announced a naval quarantine. The United States framed the measure as a regional defence action rather than a formal act of war.
3. The OAS endorsed the quarantine. Its support strengthened Kennedy's diplomatic position and displayed broad alarm about Soviet missiles.
4. Latin American forces offered practical assistance. Several governments provided bases, patrols, or symbolic military support.
5. Mexico remained cautious. It opposed Soviet missiles while continuing to defend non-intervention and diplomatic relations with Cuba.
6. The settlement excluded Cuba from negotiations. Khrushchev and Kennedy agreed on missile withdrawal without giving Castro direct control over the outcome.
7. The crisis deepened Cuban mistrust. Castro believed that both superpowers treated the island's sovereignty as secondary to their strategic bargaining.

US Diplomacy, Aid, and Pressure

1. The Alliance for Progress began in 1961. Kennedy promised development, land reform, education, housing, and democratic governance across Latin America.
2. Aid served diplomatic containment. Washington hoped that reform would reduce the appeal of Cuban-style revolution.
3. Funding depended on national cooperation. Governments used alliance resources while often resisting structural changes that threatened domestic elites.
4. Economic sanctions targeted Cuba. The US embargo aimed to isolate Castro and increase the costs of alignment with the Soviet Union.
5. Diplomatic recognition became leverage. Washington encouraged governments to sever relations and present Cuba as outside the regional community.
6. Military assistance reinforced anti-communist alignment. Training, equipment, and doctrine linked armed forces more closely to US security priorities.
7. Reform and coercion operated together. The United States promoted social development while tolerating or supporting authoritarian anti-communist governments.

Cuban Diplomacy and Internationalism

1. Cuba presented itself as a sovereign revolutionary state. Its diplomacy rejected the assumption that Washington should define acceptable politics in the hemisphere.
2. Havana used anti-imperialist language. This message resonated with movements critical of foreign ownership and historical intervention.
3. Cuba supported selected revolutionary organisations. Training, conferences, weapons, and political solidarity extended influence beyond formal state relations.
4. The Tricontinental Conference met in Havana in 1966. It linked struggles in Latin America, Africa, and Asia within a common anti-imperialist framework.
5. Cuban policy was not entirely controlled by Moscow. Havana sometimes supported armed struggle where the Soviet Union preferred stable relations and communist-party caution.
6. Diplomatic isolation encouraged global activism. Cuba sought influence outside the OAS through the Non-Aligned Movement and partnerships in the developing world.
7. Internationalism strengthened and complicated Cuba's position. It expanded prestige among revolutionaries while reinforcing claims that Havana exported subversion.

Long-Term Diplomatic Change

1. Regional isolation weakened gradually. Governments reconsidered whether severed relations had changed Cuban policy or merely reduced communication.
2. Chile restored relations under Salvador Allende in 1970. His government pursued a constitutional road to socialism while maintaining close ties with Cuba.
3. Several Caribbean states recognised Cuba in 1972. Barbados, Guyana, Jamaica, and Trinidad and Tobago asserted diplomatic autonomy.
4. OAS sanctions were lifted in 1975. Member states regained freedom to determine bilateral relations with Cuba.
5. US-Cuban hostility nevertheless persisted. Embargoes, migration disputes, covert action, and alliance politics continued.
6. Latin American diplomacy became more plural. Regional governments increasingly resisted the idea that Washington alone should determine recognition policy.
7. Cuba remained symbolically important. Relations with Havana continued to signal attitudes towards sovereignty, socialism, and US power.

Diplomatic Ties Outside the Inter-American Framework

1. Cuba recognized the People's Republic of China in September 1960. It was the first Latin American government to do so, breaking with Taiwan years before most Western states normalized relations with Beijing.
2. Canada's continued relations with Cuba sat outside the OAS framework entirely. Canada did not join the Organization of American States until 1990, so its diplomatic and trade ties with Havana throughout this period were never subject to the exclusion or sanctions votes at all.
3. The Punta del Este exclusion vote passed 14 to 1, with 6 abstentions. Only Cuba voted against its own expulsion, while Argentina, Bolivia, Brazil, Chile, Ecuador, and Mexico abstained rather than support the measure outright.
4. A 1963 arms discovery accelerated the push for 1964 sanctions. Venezuelan authorities intercepted a cache of Cuban weapons at Machurucuto meant for leftist guerrillas, evidence the OAS cited directly when voting to isolate Havana further.
5. Cuban troops fought a major overseas campaign in Angola from 1975. Havana sent tens of thousands of soldiers to support the MPLA government, extending Cuban internationalism well beyond Latin America and straining relations with Washington further.
6. Havana hosted the Non-Aligned Movement summit in 1979. Castro served as the Movement's chair for the following three years, using the position to argue that Cuba's alliance with Moscow did not compromise its non-aligned credentials.
7. Historian Renata Keller tied Mexico's Cuba policy to its own revolutionary identity. She argued that Mexico's ruling party maintained relations with Havana partly to reinforce its own claim to revolutionary legitimacy at home, not simply out of principled non-intervention.
8. The OAS moved against Cuba diplomatically two years before formal exclusion. The 1960 Declaration of San José condemned intervention by outside powers in the hemisphere, a formula aimed squarely at Soviet influence in Cuba without naming Havana directly.
9. OAS support for the 1962 quarantine was unanimous. Member states voted 19 to 0 to endorse collective action against the missile deployment, giving Kennedy's naval blockade a legal basis under the Rio Treaty rather than acting purely on US authority.
10. Brazil's independent diplomacy produced a striking symbolic gesture in 1961. President Jânio Quadros awarded Che Guevara Brazil's Order of the Southern Cross, one of the country's highest honours, provoking outrage from conservatives who saw it as an endorsement of Cuban-style revolution.
11. Costa Rica's José Figueres offered the region a rare third path. A committed democrat who had fought his own civil war against a dictatorship, he criticized Castro's authoritarianism while still rejecting the region's US-backed military regimes as an acceptable alternative.
12. Haiti's dictatorship used anti-communism to secure diplomatic cover. François Duvalier's government supported OAS action against Cuba largely to deflect international criticism of its own repression, showing how the anti-Castro consensus could shield unrelated abuses.
13. Mexico's embassy in Havana became a rare channel of communication. With most governments severing relations after 1964, Mexico's continued diplomatic presence let Washington and Havana pass messages indirectly during moments when no direct channel existed.
14. Uruguay also kept relations with Cuba throughout the isolation period. Its long democratic and neutral tradition put it alongside Mexico and Canada as one of the few Western Hemisphere governments never to break formal ties with Havana.

6. A balanced judgment recognises reciprocal escalation. Cuban revolutionary activism and US coercion reinforced one another while national governments retained meaningful agency.
