Cambodia's destabilisation: Regional war enabled the Khmer Rouge

Sihanouk's neutrality and the widening war

1. Prince Norodom Sihanouk tried to keep Cambodia outside the Vietnam War, but tolerated some North Vietnamese use of Cambodia's eastern border areas, a compromise that left the country's neutrality increasingly fragile.
2. In 1969, the USA began secret bombing under Operation Menu, striking communist bases and supply networks inside Cambodia. The civilian disruption this caused, together with the secrecy surrounding the campaign, damaged Cambodian sovereignty and internal stability.

The Lon Nol coup and US-backed civil war

1. In March 1970, Cambodia's National Assembly removed Sihanouk, and Lon Nol aligned the new Khmer Republic closely with the USA. With neutrality now impossible to sustain, Sihanouk from exile endorsed a resistance coalition that included the Khmer Rouge, lending the communist movement unexpected legitimacy among rural Cambodians.
2. US and South Vietnamese ground forces invaded Cambodia in April 1970, capturing supplies but pushing communist units deeper into the Cambodian interior. The intervention widened the civil war rather than eliminating the sanctuary networks it targeted.
3. Government forces of the Khmer Republic depended heavily on American aid and controlled little beyond the major towns, facing worsening military isolation as the war continued.

Khmer Rouge growth and Phnom Penh's fall

1. The Cambodian communist movement expanded rapidly after 1970. US bombing, rural anger and Sihanouk's endorsement all aided recruitment, and Vietnamese communist forces provided training and support that further strengthened the movement during its early expansion.
2. Hundreds of thousands of Cambodians fled fighting and bombing for urban centres, and Phnom Penh's population rose sharply as refugees arrived. Overcrowding and food shortages steadily weakened the government's capacity to govern.
3. US ground forces had withdrawn from Cambodia by 1973, but American bombing continued until Congress restricted it in August 1973. External pressure interacted with Cambodia's internal political divisions to produce the Khmer Republic's eventual collapse.
4. Cambodia's destabilisation was not only an internal process. The Vietnam War, US intervention, Chinese aid to the Khmer Rouge, and wider Cold War rivalry all shaped its outcome, disrupting agriculture, transport and local administration across the country.
5. The Khmer Rouge gained rural territory and encircled Phnom Penh, capturing the capital on 17 April 1975. Residents were ordered to leave the city immediately, and the victory opened a far more radical phase of forced social transformation under Pol Pot.
