Latin America and the Soviet Union

Before 1959: Limited Soviet Reach

1. The USSR had weak pre-war ties with Latin America. Distance, US predominance, and anti-Communist governments restricted diplomatic access.
2. Regional communist parties maintained ideological links. Their strategies nevertheless depended heavily on local labour and political conditions.
3. Mexico offered an important exception. It maintained diplomatic relations with the Soviet Union from 1924, despite interruptions.
4. Soviet trade remained small. Latin American economies were oriented toward the United States and Western Europe.
5. Moscow often favoured cautious party politics. It did not consistently support armed revolution before the Cuban breakthrough.
6. Guatemala in 1954 showed Soviet limits. The USSR condemned the overthrow of Árbenz but could not prevent it.
7. Cuba transformed the strategic landscape. For the first time, a revolutionary government near the United States sought sustained Soviet backing.

Cuba's Alliance with the USSR

1. Diplomatic relations were restored in May 1960. Soviet trade helped Cuba withstand declining US purchases and sanctions.
2. The USSR bought Cuban sugar. It supplied oil, machinery, weapons, credit, and technical assistance.
3. Cuba declared socialism in 1961. The Bay of Pigs invasion accelerated political and military alignment.
4. Soviet missiles arrived in 1962. Their deployment sought to defend Cuba and alter the global nuclear balance.
5. Khrushchev withdrew them without Cuban participation. Castro learned that superpower bargaining could override allied preferences.
6. The alliance endured after the crisis. Subsidized trade and military aid became foundations of the Cuban state.
7. Cooperation therefore combined survival and dependence. Cuba gained protection but surrendered room for independent economic adjustment.

Revolutionary Strategy and Ideological Tension

1. Cuba promoted armed revolution. Havana supported guerrilla movements and argued that committed fighters could create revolutionary conditions.
2. Che Guevara embodied this approach. His campaigns in Congo and Bolivia sought to expand anti-imperialist struggle.

Military and Diplomatic Cooperation Beyond Cuba

1. Soviet embassies expanded after the 1960s. Diplomatic recognition created channels for trade, cultural exchange, and political influence.
2. Peru purchased Soviet weapons after 1968. General Juan Velasco Alvarado diversified arms away from the United States.
3. The USSR supplied aircraft and armour. Military sales gave governments bargaining power without necessarily creating ideological alignment.
4. Nicaragua developed close ties after 1979. The Sandinistas received Soviet-bloc equipment, fuel, training, and economic support.
5. Most assistance reached Nicaragua through Cuba or allies. Moscow remained more cautious than Washington often claimed.
6. Regional organizations offered diplomatic arenas. Soviet policy supported Cuba and criticized US intervention through the UN and bilateral relations.
7. Cooperation varied by state. Pragmatic military trade could coexist with non-communist or nationalist government.

Trade, Aid, and Development

1. Soviet trade used bilateral agreements. Sugar, coffee, minerals, and other commodities were exchanged for oil, machinery, and manufactured goods.
2. Cuba received exceptional subsidies. Favourable sugar prices and oil arrangements were not matched elsewhere in the region.
3. Technical assistance trained specialists. Scholarships and advisers supported engineering, medicine, industry, and military education.
4. Economic relationships had rigidities. Quality, transport distance, bureaucracy, and limited product choice reduced efficiency.
5. Aid served geopolitical goals. Moscow concentrated resources where political alignment appeared durable.
6. Latin American governments used diversification strategically. Soviet credit or weapons could improve bargaining with the United States.
7. Dependence remained asymmetric. The USSR could change terms, while smaller partners had few alternative markets during crisis.

Nicaragua and the Late Cold War

1. The Sandinista victory in 1979 opened a new relationship. Nicaragua pursued a mixed economy while aligning diplomatically with Cuba and the socialist bloc.
2. US hostility increased dependence. The Contra war, embargo, and damaged infrastructure made external assistance essential.
3. The Soviet bloc supplied oil and equipment. Cuba provided extensive teachers, doctors, advisers, and security cooperation.
4. Moscow avoided a Cuban-scale commitment. It did not provide an unlimited military guarantee or transform Nicaragua into a formal satellite.
5. The Sandinistas retained regional initiatives. They participated in Contadora and accepted the 1987 Esquipulas peace framework.
6. Economic hardship eroded support. War, inflation, conscription, and scarcity shaped the 1990 election.
7. Nicaragua demonstrates bounded alliance. Soviet cooperation aided survival but could not overcome geography, US pressure, and domestic costs.

The Soviet Collapse and Regional Consequences

1. Mikhail Gorbachev reduced overseas commitments. New thinking prioritized negotiated settlements and lower confrontation.
2. Cuba lost strategic priority. Aid and trade became harder to sustain as the Soviet economy deteriorated.
3. The USSR dissolved in December 1991. Cuba abruptly lost its principal market, supplier, creditor, and protector.
4. The Special Period followed. Imports, fuel use, industrial output, transport, and food availability collapsed.
5. Nicaragua had already changed government in 1990. Reduced socialist support weakened the Sandinistas during war and economic crisis.
6. Communist parties reassessed strategy. Many shifted toward electoral coalitions, democratic socialism, or broader social movements.
7. The collapse revealed structural dependence. Decades of cooperation had not created resilient alternatives to external patronage.
8. Angola linked Cuban and Soviet strategy directly. Cuba deployed roughly 36,000 troops from 1975 to support the MPLA government, with the Soviet Union providing airlift and sealift while Havana supplied the combat forces, a division of labour historians point to as evidence of coordinated rather than purely subordinate Cuban action.
9. Colombia's FARC formed in 1964 with backing from the Colombian Communist Party, but it developed its own financing through kidnapping and later drug trafficking, illustrating how loosely Moscow's ideological umbrella actually constrained movements that claimed to act under it.

1. The 1972 Soviet loan request from Allende's government was refused at the scale Chile sought: Moscow offered modest credit rather than the major financing needed to offset the effects of the US-led economic squeeze, a decision historians cite as proof of real limits on Soviet commitment even to a high-profile electoral ally.
