A Republic Built to Fail? Weimar's Constitution and the Crises of 1923

Born in Defeat: The Weimar Republic's Constitutional Inheritance

1. The Weimar Republic was proclaimed on November 9, 1918, the same day Kaiser Wilhelm II abdicated. Germany had not been defeated in a popular revolution but in a controlled handover by a military establishment that wanted to escape responsibility for the defeat. The new republic inherited the shame of losing the war and the terms of the Versailles settlement (signed June 1919), which Germans across the political spectrum regarded as unjust: the "war guilt" clause (Article 231), reparations, territorial losses (including Alsace-Lorraine to France, the Polish Corridor to Poland, and the Rhineland occupation), and military restrictions.
   1. The constitution, drafted at Weimar in 1919, was in many respects a model democratic document. It created a directly elected President (with broad emergency powers), a Chancellor responsible to the Reichstag, universal suffrage, and a proportional representation electoral system. The proportional representation system gave even small parties parliamentary seats, producing fragmented Reichstags where no party could easily govern alone. The emergency powers clause, Article 48, allowed the President to rule by decree in a national emergency, bypassing the Reichstag. These features became critical weaknesses during crises.

The Crisis of 1923: Hyperinflation and the Beer Hall Putsch

1. In January 1923, France and Belgium occupied the Ruhr, Germany's industrial heartland, to enforce reparations payments. The German government responded with "passive resistance," paying striking workers with printed money. The result was hyperinflation: by November 1923, one American dollar was worth 4.2 trillion German marks. Savings held in paper currency were wiped out. Middle-class families who had invested in government bonds or held savings accounts lost everything. The psychological impact was lasting: for this generation, economic catastrophe and government weakness became inseparable.
   1. On November 9, 1923, Adolf Hitler used the chaos to attempt a coup in Munich. He interrupted a meeting in the Burgerbraukeller beer hall, declared a "national revolution," and tried to march on Berlin with the backing of the wartime hero General Erich Ludendorff. The march was stopped by police. Sixteen Nazis were killed. Hitler was arrested, tried for treason, and sentenced to five years (he served nine months). In prison, he wrote Mein Kampf, his ideological manifesto. The putsch's failure convinced him to pursue power through elections rather than force.

The Stab-in-the-Back Myth: Politics of Resentment

1. After the war, a powerful myth took hold in German nationalist circles: Germany had not been defeated on the battlefield but "stabbed in the back" (Dolchstosslegende) by internal enemies. Socialists who had supported armistice negotiations, Jews, communists, and the "November criminals" (those who signed the armistice) were blamed for betraying a still-undefeated army. The myth was false: German forces had been genuinely defeated by the Allied offensives of summer and autumn 1918. But it spread widely because it was politically convenient, especially for the military establishment that had actually ordered the armistice.
   1. The stab-in-the-back narrative had several powerful effects. It delegitimized the Weimar Republic from the start, associating democracy with national humiliation. It linked defeat to minority groups, especially Jews. And it created a political space for extreme nationalism: if Germany had been betrayed, then only a leader willing to overthrow the "traitors" and restore national greatness could save the country. Hitler exploited this narrative throughout the Weimar years.

The Revolution That Made the Republic

1. It began with a mutiny, not a plan: in late October 1918, sailors at Kiel refused orders for one final, futile naval action against Britain, and the mutiny spread into workers' and soldiers' councils that took control of towns across Germany and demanded an end to the war.
2. Philipp Scheidemann proclaimed the republic from a Reichstag window: he did so in Berlin on 9 November 1918, before any permanent constitutional settlement had been agreed, largely to pre-empt a rival Communist declaration.
3. Friedrich Ebert led the provisional government: as head of the Social Democrats, he prioritised elections, food supply, demobilisation, and public order over immediate social revolution.
4. The Ebert-Groener Pact bought the republic's survival at a price: Ebert secured the army's cooperation against unrest in exchange for preserving the existing military command structure intact, tying the young republic to officers who often distrusted democracy itself.
5. The Stinnes-Legien Agreement bought labour's cooperation too: it recognised trade unions and introduced the eight-hour day while protecting private ownership and managerial authority, part of a wider compromise between Social Democrats, the army, employers, and organised labour.
6. The Spartacist uprising of January 1919 never had majority support: it lacked a unified plan among German workers, and its suppression by Ebert's government using the Freikorps left a lasting bitterness on the political left.

A Constitution Built for Crisis

1. The National Assembly met in Weimar, not Berlin: continuing unrest in the capital made it too insecure a location for constitutional debate, which is why the republic took its name from a small provincial town.
2. Women voted for the first time in January 1919: universal suffrage under the new constitution enfranchised German women in a national election for the first time.
3. The president held office for seven years with real executive power: he was elected directly, separately from the Reichstag, which let presidents claim a democratic mandate independent of parliamentary majorities.
4. Article 25 gave the president a second lever alongside Article 48: it allowed him to dissolve the Reichstag and call new elections, compounding the emergency-decree power into a broader capacity to sideline parliament.
5. Proportional representation did not doom the republic by itself: fragmented voting made coalition negotiation essential rather than impossible, so the electoral system's real danger lay in how it interacted with Article 48 during a crisis, not in fragmentation alone.
6. The constitution was genuinely liberal on paper: it protected civil liberties, equality before the law, religious freedom, and social rights, which is part of why historians call its collapse a failure of politics as much as of design.

Versailles, Legitimacy, and the First Challenges to Democracy

1. The military terms were severe and specific: the army was limited to 100,000 men, and conscription, tanks, military aircraft, and submarines were all prohibited outright.
2. Reparations were fixed at a staggering headline figure: 132 billion gold marks in 1921, although the payment schedule changed repeatedly in the years that followed.
3. Republican ministers signed under an ultimatum, not a negotiation: the Allies left Germany with little practical capacity to renew the war, but nationalists used the signature itself to brand democratic politicians the "November Criminals."
4. The Kapp Putsch of March 1920 showed the threat came from the right too: Wolfgang Kapp's attempt to replace the republic with an authoritarian government was defeated only when Berlin's workers launched a general strike, three years before Hitler's own failed putsch in Munich.

Political Violence and a Fragile Party System

1. Assassination became a tool of the nationalist right: right-wing extremists murdered former finance minister Matthias Erzberger in 1921 and foreign minister Walther Rathenau in 1922, both prominent supporters of fulfilling Versailles' terms.
2. The courts were not neutral in how they judged this violence: nationalist offenders routinely received far more lenient treatment than left-wing defendants accused of comparable acts, corroding faith in republican justice from the start.
3. The revolutionary left kept trying too: Communist uprisings in the Ruhr in 1920 and in Hamburg in 1923 showed that opposition to the republic was never confined to one end of the political spectrum.
4. No single party could govern alone: coalition governments were the norm, and the Weimar Coalition of Social Democrats, the Centre Party, and the Democrats, the parties most committed to the republic itself, steadily lost electoral strength after 1919.
5. Many participants in Weimar democracy did not actually believe in it: conservative and nationalist parties took part in parliamentary politics while a large share of their own members remained openly hostile to the constitutional system they were operating within.

How the Hyperinflation Crisis Actually Unfolded

1. The debt problem predated the reparations crisis: Germany had financed much of the First World War through borrowing rather than taxation, expecting a victory that would shift the costs onto its defeated enemies, so currency depreciation was already under way before France and Belgium ever occupied the Ruhr.
2. Hyperinflation did not harm everyone equally: people living on cash savings, fixed incomes, and pensions suffered catastrophic losses, while debtors and owners of physical assets, including some industrialists, could actually benefit as inflation wiped out the real value of what they owed.
3. The crisis distorted ordinary economic behaviour: farmers and businesses sometimes withheld goods from sale altogether, because currency payments arrived too devalued to preserve any real purchasing power by the time they were spent.
