The Belt and Road Initiative: China's Global Infrastructure Strategy

Origins, Institutions and Stated Aims

1. Xi Jinping announced the Silk Road Economic Belt in Kazakhstan in September 2013 and the Maritime Silk Road in Indonesia the following month; the two proposals were later combined as the Belt and Road Initiative (BRI).
2. The land belt linked China with Central Asia, Russia, the Middle East and Europe through transport and energy corridors, while the maritime road connected Chinese ports with Southeast Asia, the Indian Ocean, Africa and Europe.
3. Chinese policy banks supplied large loans for projects that host governments could not easily finance domestically, and the Asian Infrastructure Investment Bank began operations in 2016, complementing rather than directly controlling BRI lending. China presented the initiative as a programme for connectivity, trade and shared development, while it also created overseas demand for Chinese construction firms, steel, cement, rail equipment and engineering services.

Major Corridors and Project Outcomes

1. The China-Pakistan Economic Corridor linked western China to the Arabian Sea through roads, energy projects and Gwadar port, while the China-Europe Railway Express expanded overland freight services between Chinese industrial centres and European markets.
2. Chinese finance and construction delivered the Addis Ababa-Djibouti railway, opened in 2018, connecting landlocked Ethiopia to a major port, and the Mombasa-Nairobi Standard Gauge Railway, opened in 2017. The Kyaukpyu oil and gas pipelines in Myanmar gave China a route from the Indian Ocean that partly bypassed the Strait of Malacca.
3. Sri Lanka leased Hambantota port to a Chinese company for 99 years in 2017 after debt and revenue problems. Projects often reduced travel time or electricity shortages, but their commercial returns varied widely, and host governments shaped outcomes through their own planning, borrowing decisions and domestic political priorities; some projects were delayed, renegotiated or reduced because projected traffic and revenue did not justify their original scale.

Strategic Significance and Competing Assessments

1. BRI increased China's diplomatic influence by making infrastructure and finance central to bilateral relations, and ports and transport corridors had possible strategic value even when projects were officially civilian. Critics used the term "debt-trap diplomacy" to argue that unsustainable loans could give Beijing political leverage, though evidence from individual projects shows mixed causes of debt distress, including domestic policy errors, global shocks and weak project design.
2. Environmental concerns included habitat loss, carbon emissions and the continued financing of coal-fired power stations, and labour disputes arose when projects relied heavily on Chinese contractors or failed to meet local employment expectations. Japan, India, the United States and the European Union developed alternative infrastructure partnerships partly in response to BRI.
3. China introduced a Green Belt and Road framework and emphasised smaller, more financially sustainable projects after criticism increased. By 2020, BRI had become both an economic programme and a test of whether China could convert financial resources into durable international influence.
