UNEP: Global Policy Without Enforcement Power

1. The United Nations Environment Programme (UNEP) shapes global biodiversity policy and oversees treaties such as the Convention on Biological Diversity (CBD) and the Nagoya Protocol.
2. It has strong media influence, using global platforms to raise awareness of biodiversity loss.
3. Diplomatic constraints slow progress, because member states must negotiate agreements before they act.
4. Its funding depends on contributions from member states, so it relies on international cooperation.
5. Its political influence is limited by national sovereignty, as countries may choose not to enforce conservation policies at home.
